We are seeking to hire an experienced financial leader as Director, Treasury Services for a 12-month temporary opportunity in our Finance Department.
What You Will Do
You will be responsible for providing strategic leadership and effective management, oversight and delivery of a large portfolio encompassing banking, cash management, accounts payable and receivable, insurance, risk management, tax remittances, customs clearances, freight forwarding of all imports and exports, and contract administration that ensure the TTC's treasury requirements and controls, regulatory compliance and risk management needs are met.
Oversee cash flow forecasting and cash management to ensure that sufficient funds are available to meet ongoing operational and capital funding requirements of the TTC.
Your responsibilities will include directing the corporate risk management insurance program that protects the financial and physical assets of the TTC and minimizes the adverse financial and reputational effects of any liability or loss associated with claims arising from day-to-day operations and/or major construction projects
Oversee the management and performance of all business functions and procedures for the Accounts Receivable section (invoicing, credit granting, collection process and cash application process) and Accounts Payable section (invoice verification and payment processing)
As the Director, Treasury Services you will also be accountable for planning, directing and overseeing all activities of the Treasury Services section, including continuously reviewing and improving corporate policies, practices and processes that enhance systematic and efficiency service delivery of the functions to maximize operational and financial performance and minimize risk. As well, maintain TTC's standing as a reputable business partner with external parties.

What Qualifications Do You Bring?

• Post-secondary degree in Business Administration, Accounting, Finance, Commerce, Economics or a related discipline, or a combination of education, training, and experience deemed to be equivalent
• A recognized CPA, CFA, MBA or equivalent designation
• Certified Treasury Professional, Financial Risk Management, Credit Professional or equivalent designation is an asset
• Understanding of CPA (Canadian Payments Association) and credit card associations (e.g. VISA, MasterCard, Amex) rules and regulations is an asset
• Knowledge and/or experience with SAP or other major ERP systems is an asset
• Senior level experience gained through progressively more responsible positions in the key functional areas of this position and an in-depth understanding of the service and financial issues facing the TTC, including service delivery, policy development, financial, risk and project management, performance measurement and the development of best practices
• Proven banking, liquidity management, and receivables and payables management experience applying the principles of financial accountability, implementing and maintaining financial controls, and adopting best practices to ensure financial sustainability and transparency for external stakeholders in a major public or private sector organization
• Extensive experience in the design, development and implementation of corporate policies and procedures to increase the control, efficiency and effectiveness of Treasury Services
• Extensive experience preparing comprehensive reports and presentations, and analyzing, interpreting and summarizing information for the purpose of presenting and supporting strategic, service and financial decision making
• In-depth experience with relevant legislation and standards in the area of financial reporting and controls, risk insurance management, labour relations and occupational health and safety
• Well versed in the use of Microsoft Office and other computerized applications related to financial reporting, budgeting, accounting, costing and cost control
• Extensive experience leading, coaching and motivating diverse, management teams with the ability to effectively advise on priorities and deadlines, operating as a fully accountable leader
• Proven ability to apply strategic, analytical and conceptual thinking skills and understand complex service, operating and policy issues, evaluation frameworks, program interrelationships and the potential results and outcomes of policy actions
• In-depth understanding of governance and accountability frameworks, principles, and application, preferably in a large public sector organization
• Ability to manage competing priorities and demands in a rapidly changing environment
• Highly developed communication and interpersonal skills with the ability to negotiate, resolve conflict, problem solve and interact with all levels of the organization to forge effective internal and external relationships. effective with all key stakeholders including outside agencies and/or elected officials
• Comprehensive knowledge of business administration, strategic, fiscal and human relations concepts/practices combined with a thorough knowledge and understanding of applicable human resources policies, collective agreements and legislation/regulations regarding safety, employment, human rights, etc.
• Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
