Position Overview:




Reporting to the AVP, Asset Liability Management (ALM) and Risk Management, the Director, Treasury Governance acts as the subject matter expert (SME) for risk governance and control within Treasury. The role involves developing and maintaining governance and controls documentation (policies, procedures, Risk Control Self Assessment (RCSA) controls, third-party governance, legal documentation, business recovery planning, and compliance documentation) to ensure Treasury operates within approved risk appetite, regulatory expectations, and internal control standards.



Key responsibilities include:

Gathering and synthesizing stakeholder input for governance documentation Leading review and approval processes Providing compliance evidence to Internal Audit and Corporate Compliance

Responsibilities:




Using deep knowledge of Treasury Risk and Treasury Services operations, exposures and governance environment, the Treasury Governance Manager leads all stakeholders through risk governance and control processes. The incumbent's recognized subject matter expertise enables efficient production and approval of all deliverables including:




Treasury Risk Governance and Control

Lead ALCO package streamlining for effective data visualization and regulatory compliance Consult with Treasury Risk System (TRS) project team for ongoing development and monitoring of governance and controls related to the TRS Monitor compliance with Risk and Control Self-Assessment (RCSA) requirements and relevant legislation Act as SME for third-party governance and business recovery planning/testing Update Tier 2 and 3 policies as needed Liaise with Internal Audit for annual Treasury Risk Audit Develop automated procedures for risk governance compliance Represent Treasury to Risk Management and Compliance for internal compliance review


Treasury Services Governance and Control

Support annual and project-driven policy and RCSA updates Advise on regulatory or legislative changes impacting risk policies/controls Lead review/update process for Treasury Services policies and controls Ensure efficient application of EUC governance and controls

Qualifications:




Specific Knowledge & Skills


7-10 years in custody banking, treasury, and balance sheet management University degree in Business Management or Finance, CFA or CPA designation or enrolment an asset Broad technical knowledge of custody banking systems, dataflows, risk exposures, and control methods Sound knowledge of OSFI guidelines (e.g. B2,4,6,7,11,12,E 13,18,23), federal and provincial legislation (National Instruments 81-106,45-106,13-502, Trust & Loans Company Act), as well as internal management controls and standards Ability to interpret/apply regulatory concepts to CIBC Mellon Treasury operations Excellent written/oral communication; policy/procedure documentation experience Strong leadership, multitasking, and direction-giving skills Knowledge of money/capital market instruments and corporate banking practices Strong analytical/problem-solving skills Proficiency in MS Excel, PowerPoint, PowerBI, and other MS Office applications Strong presentation and communication skills
