Qualifications:
Essential:
Post-secondary education in economics, accounting, business, public administration and/or law. A suitable combination of education and experience may be considered.
Experience providing leadership and direction in the design, implementation or administration of legislation, policies and programs.
Experience in policy, including quantitative and qualitative research, analysis, and implementation of decisions.
Experience preparing revenue, tax or fiscal estimates and forecasts. A suitable combination of budgeting and reporting experience may be considered.
Experience in a management role, preferably supervising staff, with responsibility for major projects.
Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
Excellent analytical, problem solving, and decision making skills that require independent judgement and discretion.
Demonstrated political acumen, including ability to use empathy and manage priorities as well as handle sensitive material.
Strong organizational and time management skills, managing multiple priorities and meeting strict deadlines.
Ability to communicate complex ideas in clear, plain language in both verbal and written form.
Knowledge of Manitoba government, especially the budgeting process.
Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).
Desired:
Extensive knowledge of and experience with tax policy research and analysis.
Experience building relationships with Indigenous people and implementing the principles of reconciliation.
Duties:
As a member of the department's management team, the Director is responsible to lead and manage the Taxation Analysis Branch and provide advice and support to the Minister, Deputy Minister, and Assistant Deputy Minister.
The Taxation Analysis Branch is responsible for tax policy research, analysis and providing advice to the Government. It also develops, implements and forecasts tax measures and income tax credits.
