The Taxation Division of the Department of Finance administers taxation legislation through information, compliance, audit and enforcement programs. The Special Investigations Unit is responsible for undertaking special investigations supporting taxpayer compliance with the Tobacco Tax Act, the Retail Sales Tax Act, the Fuel Tax Act, and The Tax Administration and Miscellaneous Taxes Act.

Qualifications:
Essential:
Graduate from a recognized law enforcement training academy (i.e. RCMP, WPS, BPS, Canada Customs, Canadian Forced Military Police, Ontario Police College, etc.)
Significant experience as a senior leader in law enforcement; including responsibility for human resource, operational and financial management
Experience working within the law enforcement intelligence framework
Experience translating strategic priorities into clear operational and business plans including experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards)
Experience providing leadership and direction in the design and implementation of legislation and policy
Exceptional leadership skills to provide guidance and oversight in a dynamic environment
Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
Commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future
Demonstrated abilities to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
Effective written communication skills with experience developing and implementing operational, and administrative policies and procedure manuals that adhere to both applicable laws and/or provisions of the collective agreement
Effective verbal communication skills including the ability to communicate technical information to non-technical audiences
Effective interpersonal skills to develop and maintain strong working relationships various stakeholders throughout government, police agencies, the legal community, special interest groups, industry, and the media
Strong negotiation skills with the ability to persuade and influence stakeholders to balance internal needs and agency limitations while assisting other jurisdictions or levels of government
Desired:
Experience in commercial crime or fraud investigations
Strong understanding of enforcement tactics related to the suppression of illegal tobacco importation and trafficking
Duties:
The Director of the Special Investigations Unit (SIU) is a senior management position that is responsible for managing the day-to-day operations of the SIU and overseeing a team of government law enforcement professionals who are responsible for:
Gathering intelligence and working as a point of contact to liaise and coordinate with external law enforcement
Managing illicit tobacco intelligence and the associated Law Enforcement Tobacco Support program
Producing reports on matters related to contraventions of Manitoba tax legislation
Focusing on the detection and prosecution of individuals and commercial crime organizations involved in the importation/distribution of contraband tobacco
Overseeing the team of government law enforcement professionals conducting investigations and producing reports on matters related to contraventions of Manitoba tax acts.
