Applicants are encouraged to self-identify on their electronic application.Under the direction of the Executive Director, Public Works (PW), the Director, Solid Waste Resources is responsible for the delivery of the HRM solid waste management system. This includes overseeing the development of business plans and budgets, operations including waste collection for over 140,000 residential dwellings weekly and ten facilities, compliance with environmental approvals, and management of many long-term multi-million-dollar contracts. The Director leads the business unit through a management team with focus areas consisting of collection, facilities, education, and enforcement. The Director also manages relationships with key internal and external stakeholders such as Regional Council, Regional Chairs, Public Liaison Committees, NS Environment and Climate Change, and Divert NS.DUTIES AND RESPONSIBILITIES:

  • Provide strategic direction and guidance for the effective operation of the HRM solid waste management system including integration of collection, facility, education, and enforcement operations and programs.
  • Prepare and implement annual business plans, including overseeing operating ($34 million) and capital ($10 million) budgets.
  • Oversee operations related to waste collection and processing including open and closed landfills, transfer stations, composting facilities, material recovery facility, and household special waste depot.
  • Manage multi-year, multi-million dollar contracts including maintaining relationships with service providers, negotiating contract changes, and resolving disputes.
  • Support critical procurement initiatives including related to the development of contract documents, tendering process, and contract award.
  • Manage facility environmental compliance including overseeing key initiatives, resolving compliance challenges, and maintaining good relationships with regulators and stakeholders such as the public or community groups.
  • Oversee waste education and enforcement programs including related to waste education initiatives, multi-media promotions (e.g., APP, website, social media), construction and demolition debris facility licensing, and by law enforcement.
  • Prepare and present reports to Regional Council, Public Liaison Committees, Community Groups, and to other groups as requested.
  • Guides staff in responding to concerns, complaints and suggestions received from Council, Waste Resources Advisory Groups, the general public, etc. and acts on issues of policy or service delivery as required;
  • Ensures human resources are used effectively, fosters diversity, and monitors and authorizes staff development and training programs in accordance with HRM policy and budgets;
  • Provides leadership and advice to the staff of Solid Waste Resources on responses to problems, development of policies, labour management issues and recruitment;
  • Represents the Solid Waste Resources on key labour relations issues, grievance responses, and disciplinary matters;
  • Ensures the Solid Waste Resources and Contractors operate in accordance with HRM Occupational Health and Safety programs, and ensures prompt and effective responses to safety issues that arise;
  • Responds to and provides interviews with the Media, promoting the HRM Integrated Solid Waste/Resource System.
  • Guides the HRM towards a circular economy.
  • May perform other changes as required
QUALIFICATIONS
Education & Experience
  • A Master\'s degree or University Degree in Business Administration or Public Administration, or Environmental Science, or related Engineering field
  • Minimum of 7 years\' senior management experience preferably in a municipal environment in positions of progressive responsibility
  • Minimum of 7 years\' experience with solid waste management systems or related field
  • Contract and project management experience will be considered an asset
  • A suitable combination of education and experience deemed to be equivalent to technical and supervisory requirements may be considered
Technical/Job Specific Knowledge and Abilities
  • Knowledge of municipal policies and procedures and knowledge of business planning and budget preparation.
  • Technical knowledge of modern solid waste/resource management systems;
  • Knowledge and experience in public presentations and media relations;
