Accountable to the Vice President, Corporate Counsel, for determining SaskTel\'s regulatory posture and interests for providing strategic corporate guidance on regulatory developments within the telecommunications and broadcasting sectors. Provides regulatory solutions to business issues and needs. Leads and is accountable for SaskTel\xe2\x80\x99s federal government relations strategy, actively attempting to influence the federal public policy environment and managing specific public policy files which impact SaskTel business strategies and objectives. Ensures SaskTel is viewed by federal decision-makers as a credible, reputable player on the national communications scene. Ensures corporate compliance with Regulatory requirements and decisions. Supervises Privacy resources and Leads Lands and Easements Department.

Seeks and develops opportunities for external funding to expand SaskTel\xe2\x80\x99s network and ensures that such projects are integrated into SaskTel\xe2\x80\x99s processes.

SPECIFIC ACCOUNTABILITIES

1. Contributes to the corporate success of SaskTel by providing timely and meaningful counsel and guidance to the Vice President, Corporate Counsel; Board of Directors; the President; senior management and all divisions on both a proactive and reactive basis.
2. Develops SaskTel\xe2\x80\x99s position for joint and individually pursued regulatory policy and process initiatives in public and political forums.
3. Provides strategic corporate direction to key regulatory and federal government developments in telecommunications and broadcasting.
4. Assesses the impact of proposed regulatory changes and decisions, as well as federal public policy, on SaskTel activities and recommends corporate solutions and positions.
5. Develops in-depth knowledge of industry & regulatory issues and cross-impacts for various SaskTel departments and business units.
6. Provides solutions, develops policy positions and makes recommendations on strategic industry and regulatory trends.
7. Initiates and directs investigations and assessments on regulatory and governmental issues.
8. Mobilizes corporate resources on issues that require action. May involve mobilizing the resources of SaskTel partners & third parties to take strategic advantage both on regulatory issues, funding and network expansion.
9. Lead role in increasing SaskTel\'s regulatory and policy capabilities in the broadcasting sector.
10. Ensures that timely, strategic information and analyses is provided to affected departments.
11. Leads in representing SaskTel\'s business interests at the federal government level.
12. Central coordinator for SaskTel federal government relations efforts and responsible for the relationship between SaskTel and the federal government.
13. Responsible for building strong working relationships with Federal Cabinet ministers\' offices, bureaucrats, MPs, political aides and other political advisors at various levels.
14. Ensures intelligence-gathering regarding federal government activities and developments within the federal political community.
15. Key federal government relations strategist and company advisor on government policies and concerns including cabinet appeals, competitor and industry issues, new legislation, government license\'s and authorizations (spectrum).
16. Responsibility for SaskTel participation and representation on a wide range of federal government consultations.
17. Ensures SaskTel is viewed as a vital member of the national communications industry and actively promotes SaskTel\'s exposure within the communications industry by building working relationships with the national industry associations/organizations and industry analysts.
18. Establish processes to improve SaskTel\'s ability to successfully address future industry & regulatory changes that may have a major impact on SaskTel and its business units.
19. Seeks and develops opportunities for third party funding by governments or customers to expand or enhance SaskTel\xe2\x80\x99s network. Works with other departments to ensure these projects are properly integrated into SaskTel.

QUALIFICATIONS

1. University Degree in Administration/Commerce, Law or other Social Science with experience in telecommunications and/or broadcasting policies and procedures.
2. Familiarity and experience with telecommunications related municipal and provincial government policies, processes and structures.
3. Federal government contacts and access would be beneficial.
4. Broad understanding of company policy and direction.
5. Must be comfortable with and be prepared to interact effectively with company Executives.
6. High tolerance for stress and ambiguity.
7. Excellent communications and writing skills.
8. Strong planning, organizational, analytical and conceptual skills required.
9. High analytical, research and investigation capabilities.
10.Ability to develop effective ongoing working relationships internally and externally.
