About the Position

The Director, Regional Service role in the Property department is a key position providing essential support to our ministry unit leads and divisions. Responsible for the regional relationship management, facility management, maintenance, and construction activities for properties, both leased and owned, across the region of accountability. This management is in alignment with the Territory Property Services Leader and the organizational strategies.

This role will act as the relationship manager in the region providing excellent customer service, managing the maintenance and construction of owned and leased properties ensuring compliance with internal and external standards in collaboration with Ministry Unit Leads, Divisional staff, and the THQ Property Department to which they directly report.

KEY RESPONSIBILITIES:

Relationship Management

  • Excellent team building and communication skills
  • Report to the Assistant Territorial Property Secretary - Capital Development and contribute to the fulfillment of The Salvation Army\'s real estate investment and asset management strategy bringing an understanding of Division strategy and relationship with Divisional and ministry unit leadership.
  • Develop and maintain solid relationships with The Salvation Army MU Leads in charge of each property, Area Commanders and/or Social Missions leads and the Territorial Property Team
  • Collaborates with internal teams and external funders, donors, government representatives, community groups as necessary to support ministry unit initiatives.
Property and Operations & Management
  • Represent Property in the region with knowledge of all active properties and maintain awareness of all properties re: active projects, planned future projects and lease or ownership status.
  • Actively manage maintenance and construction projects under their accountability for region.
  • Act as the single point of contact for all work requests and manage escalations for all properties under assigned portfolio in collaboration with project lead where relevant
  • Inspect properties routinely to guarantee that building services are at the highest level of quality standards. Monitor and review preventive maintenance programs and actively engage stakeholders in the review, assessment, and strategic planning tools available in their respective Facility Reserve Fund Study document
  • Ensure compliance with applicable by-laws, standards, and legislative requirements and that all necessary approvals are obtained.
  • Ensures timely repairs to minimize operational downtime.
  • Ensure best practices are implemented.
  • Identify opportunities for continuous improvement of quality, customer service and cost performance, and execute approved plans.
  • Provides monthly reports to THQ
  • Delegation of authority to approve variance to the approved project budget up to an agreed amount or percentage.
Project Management
  • Working with their Divisional/Social Mission leads and the Territorial Property Department, develop and co-ordinate preliminary work involved in the development stage of both minor and major capital projects & their proposed 10-year Capital investment planning
  • Manage the advancement of the real estate projects under their accountability through all phases (feasibility, design development, construction, and delivery) for renovations, refurbishments, repairs, and installations.
  • Ensure resource assignment for work for Real Estate Development and Property Administration function or Capital Projects team in collaboration with the Property Services Leader for project execution as relationship manager for the region but maintain awareness of progress.
  • Collaborate with the Capital Project manager for active projects in assigned portfolio of properties and maintain an awareness of progress throughout for Capital projects and act as regional representative for MU if issues cannot be resolved with PM.
  • Although there is no expectation that all/every site or project meeting will be attended for the Major capital projects in their region considering the workload, the incumbent must be aware of each project\'s scope and be able to work with the MUs to expedite any concerns that arise.
Reporting
  • Represents Property for the region on the Divisional Boards
  • Participates on Project Development Capital Boards in larger Ministry Units.
  • Provides a monthly report to THQ on activity within the western region, highlighting progress with each project, challenges and other pertinent information.
  • Although there is no expectation that every meeting will be attended considering the workload, the incumbent must be aware of each project\'s scope and be able to work with the MUs to expedite any concerns that arise.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
  • Post-secondary education degree or experience in fields such as property management, architecture, operations, asset management or a relevant discipline.
  • Certified Property or Facility Management designation is an asset.
  • Knowledge of and experience with maintenance of buildings, building systems, and quality including knowledge of the local regulations and processes (permits, zoning), building codes, fire codes and health and safety legislation and compliance.
  • A minimum of 5 years of experience in facilities management and project management of construction/maintenance projects
  • A minimum of 5 years of professional experience focused specifically on building engineering, maintenance, operations, facilities, construction, or relevant experience
  • Proven contract and financial experience.
PREFERRED SKILLS/CAPABILITIES:
  • Strong relationship builder and communicator with a diverse client population
  • Strong problem solving, analytical, and critical thinking skills to balance technical skill, creativity, reasonableness, and cultural sensitivity
  • Ability to read and interpret complex architectural, mechanical, electrical, and structural drawings.
  • Demonstrate leadership, responsiveness, and creativity in finding solutions for service delivery.
  • Demonstrated ability to oversee property improvement projects, as well as scheduled maintenance programs.
  • Demonstrates sense of urgency and manages escalations on sensitive issues with empathy
  • Ability to plan and manage within budget and time constraints.
  • Alignment with TSA values.
  • Ability to prepare tender documents.
  • Owning a vehicle is an asset to travel to various properties throughout the applicable region. Depending on extent of Travel a corporate vehicle may be provided for business related travel.
Compensation

The target hiring range for this position is $88,204 - $110,256, with the ability to progress to a maximum of $132,307. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
