Position Overview

Reporting to the Executive Director for Population and Public Health, the provincial director provides leadership and guidance in the implementation and operation of information systems across Public Health. The director is responsible for leading and managing long-term strategic plans and direction for Public Health information systems across Manitoba, through collaboration with senior leadership and project leadership, and include business change management processes and solutions that ensure a consistent and standardized approach to clinical informatics across the province.

The Director is responsible for setting the direction on how public health information systems can be optimized in Manitoba including identify gaps, determining priority gaps to address, etc. The Director will work collaboratively with other members of the team in the development of standards, policies, and procedures to ensure the privacy, integrity and quality of the province\'s public health information systems, with a focus on standardization and consistency in approach, and follows appropriate legislation and regulatory requirements. The provincial director will oversee improvements in the optimization of the data management systems for public health services, including efficiencies in documentation and access to information across systems (e.g. SH Cord, eConsent, PHIMS, Electronic Documentation System for Public Health Nurses work with families, etc.).

The director serves as the primary point person within the population and public health program with Digital Health, the Legislative Unit and other external partners for the Public Health Information Management system (PHIMS). The Director is responsible to manage and supervise assigned teams/staff. The position is responsible for overseeing agreements with organizations and individuals using the systems including physicians, pharmacists, regional health authorities and First Nations organizations. This includes responsibility for the privacy auditing process.

MAIN FUNCTION:

  • This position requires a strong leader who will be responsible for the oversight of public health information systems. The position collaborates with service delivery organizations (SDOs) including regional health authorities to ensure the quality of public health data. The role is responsible for maintaining agreements and contracts with individual and organizational users.
  • As a senior leader, this role is accountable for ensuring quality control for public health records and ensuring that users adhere to privacy legislation.
  • The provincial director is responsible for developing and implementing processes for training and professional development for users across the province.
  • The role requires strong collaboration and coordination skills with a variety of internal and external stakeholders to ensure operational success. In addition, to regional health authorities, this includes coordination with other provincial programs and departments including the department of families as well as with the federal First Nations and Inuit Health branch and Indigenous government representatives and stakeholders.
  • The provincial director will provide oversight of all assigned human resources for the department.
Experience
  • Understanding of public health science and policy, population health, determinants of health, health equity, epidemiology, theoretical and applied models of health promotion, prevention, health protection, and applicable legislation.
  • Experience working with the Public Health Information Management System (PHIMS) or other public health information systems preferred.
  • Understanding of the organization and administration of the Manitoba health care system.
  • Experience working with public health programs and service delivery; including involvement in complex program delivery.
  • Experience in operational, financial, and human resource management.
  • Strong financial acumen with experience in budgeting and financial management.
  • Experience managing within a unionized environment and working with collective agreements.
  • Excellent political acumen skills with experience identifying potential operational impacts and influencing decisions. Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Experience translating strategic priorities into clear operational and business plans.
  • Ability to balance multiple projects that may have competing priorities including the ability to synthesize information, assess risks and develop strategic recommendations.
  • Experience with results-based management systems to inform operational excellence, including responsibility for reporting on performance indicators.
  • Experience as a team leader in building team engagement and capacity through establishing and maintaining strong lines of communication, trusting relationships, accountability, and employee development.
  • Ability to create an organizational environment that fosters and supports innovation.
  • Experience leading process/quality continuous improvement and providing solutions to challenges.
  • Knowledge of change management principles and experience managing change.
  • Demonstrated experience in collaboration with a wide range of stakeholders including regional health authorities, other clinical program, other provincial departments, Indigenous organizations and communities, pharmacists and physicians, federal government, and community agencies.
Education (Degree/Diploma/Certificate)
  • Undergraduate degree in a relevant public health degree required.
  • Master\'s degree in public health, community health sciences, nursing, social sciences, business administration, public administration or related area preferred.
  • An equivalent combination of education and work experience will be considered.
Certification/Licensure/Registration
  • Active practice status in good standing with College of Registered Nurses of Manitoba required or relevant College or professional association required, if applicable.
Qualifications and Skills
  • Strong ability to collaborate with a wide range of stakeholders including regional health authorities, other provincial departments, First Nation communities, federal government, and community agencies.
  • Strong written and verbal communication skills.
  • Must maintain a satisfactory Adult and Child Abuse Registry check and Criminal Record check, including vulnerable sector search.
Physical Requirements
  • Requires efforts typical of an office environment and/or remote work site.
  • Works primarily during weekdays but must be able to work evenings and weekends as required.
  • Must have a valid Manitoba driver\'s license and use of a personal motor vehicle for regular travel. Travel throughout the province may be required.
This term position may end earlier as outlined in your collective agreement.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.

The WRHA legal entity includes Churchill Health Centre, Deer Lodge Centre, Grace Hospital, Middlechurch Home of Winnipeg, Pan Am Clinic, River Park Gardens, Victoria General Hospital, WRHA corporate programs, and WRHA community health services. Effective April 1, 2024, Golden West Centennial Lodge will also be part of the WRHA legal entity.
