Reporting to Executive Director, Data and Analytic services, the Director, Public Health Analytics, provides leadership and support to the team responsible for the planning, design, development, deployment, and management of new and existing data, analytics, and informatics infrastructure, and solutions within BC Centre for Disease Control. This position plays a strategic role to in help guide decision making and informing/developing strategies for analytics and informatics solutions including advising in current and future trends with the changing data streams and environment and analytics evolution to ensure the organization receives the high set levels of efficiency from our investments. This role will be responsible for leading discussions with BCCDC leadership to strategically plan, design, develop and maintain centre-wide solutions, keeping abreast of emerging technology trends and data management practices, and establishing best-in-class delivery practices with a focus on refinement of those solutions over time. This role will engage and collaborate with BCCDC service line staff and leadership, PHSA DARE and IMIT teams and regional partners as well as other government/health/research organizations to ensure BCCDC teams has robust technical support and able to provide support to our stakeholders. As such, this role will be responsible for formulating the vision, determining critical business and technical recommendations, and leading adoption strategy conversations with senior management. Through strong relationship management, this role will also create and advance strategic alliances with partners and stakeholders while representing BCCDC at PHSA, in provincial and national forums, committees and working groups. The Director will lead and direct the activities of various teams to develop and implement high quality solutions to support BCCDC\xe2\x80\x99s data, informatics and analytics needs.

What you\xe2\x80\x99ll do

  • Provide leadership and guidance in the design, implementation and operation of health information services that support the needs of the BCCDC, including information management privacy and access.
  • Provide leadership and guidance in Public Health Analytic management throughout the BCCDC, including the formalization of BCCDC health information and surveillance standards, development of synergies and permissible linkages between various surveillance systems / databases in use at BCCDC, the creation of BCCDC health informatics services and the development of appropriate staff to support the services and standards.
  • Formulate, implement, and evaluate strategic planning for the system conversions or special projects by leading the analysis of the current situation and the future requirements of the area, initiating the development of specific goals and objectives and setting priorities for planning and implementing strategies.
  • Establish privacy and security policies and procedures for appropriate access to and sharing of health information at the BCCDC and with PHSA Laboratories, the BC Ministry of Health Services and other relevant external partners. Chair the Privacy Committee and manage data sharing agreements and privacy impact assessments as appropriate. Work with team members to assure compliance with data handling policies required by the Government of BC.
  • Develop and maintain a human resources plan for the area that supports the goals and objectives of the BCCDC and provides the highest level of quality service to clients. Provide line leadership to epidemiologists and surveillance analysts at BCCDC and professional leadership to epidemiologists by fostering an atmosphere, which promotes and encourages employees to realize their maximum potential and encourages growth. Conduct employee performance reviews and complete appraisals for staff. Recruit staff and support managing labour relations issues such as discipline up to and including termination.
What you bring
  • A level of education, training and experience equivalent to or exceeding a Master\xe2\x80\x99s degree in epidemiology, public health or related discipline, with additional special training in surveillance (e.g. the field epidemiology program) or informatics, and a minimum of five (5) to ten (10) years of progressively more responsible surveillance / informatics experience in a comparable role.

  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission\xe2\x80\x99s 94 Calls to Action (2015), In Plain Sight Report (2020), BC\'s Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC\'s Declaration on the Rights of Indigenous Peoples Act (2019).

Job Type: Regular, Full-Time
Salary Range: $106,038 - $152,429(irt maximum) /year. The starting salary for this position would be determined with consideration of the successful candidate\xe2\x80\x99s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
