Summary

At STEMCELL Technologies, Canada\'s Largest Biotech company, we are transforming our procurement department and building out a proactive and strategic Procurement function.

Reporting to the Senior Vice President Procurement, the Director, Procurement Planning & Governance is accountable for creating and aligning the strategic vision for the Planning & Governance teams. This position provides overall managerial oversight in developing, implementing, and monitoring compliance to governance frameworks, policies, processes, and procedures that govern the acquisition of materials and services.

In this role you will be accountable for the continual improvement of STEMCELL\xe2\x80\x99s Procurement Operating Model (functional and technology enablement) and will ensure all global entities are provided with the training, systems, processes, and policies necessary to meet their local Procurement organizational and departmental needs.

Duties and Responsibilities
  • Responsible for establishing and leading the achievement of annual goals and strategic planning for areas of responsibility, with a 2-3 year time horizon
  • Develop and implement a Procurement Governance framework, policies, processes and procedures to support STEMCELL\xe2\x80\x99s Procurement Operating Model that will govern critical 3rd party/procurement spend commercial decisions
  • Oversee and support the adoption of the Procurement Governance framework with the business and work collaboratively to obtain feedback to ensure successful implementation, consistency in how the framework is applied, and that improvements are made over time
  • Ensures that Procurement activities are performed in compliance with the Procurement governance frameworks, policies, processes and procedures that govern business decisions
  • Lead, educate and guide the business in the interpretation of Procurement processes to ensure alignment between policies, goals and outcomes
  • Ensures organizational objectives are translated into the department\xe2\x80\x99s activities and ensures integration with the work of all other required internal and external stakeholders, while contributing to the development of goals for the department and providing critical input to planning efforts (budgets, operational plans, etc.) to align with STEMCELL\xe2\x80\x99s long-term corporate vision
  • Represent Procurement in cross-functional meetings and projects as a trusted advisor and subject matter expert for Procurement activities; ensures cross-functional stakeholder engagement in Procurement activities and adoption of Procurement Operating Model and Governance Framework by facilitating a culture of collaboration and responsiveness
  • Effectively prioritize work assignments and allocate resources while managing stakeholder expectations, establishing and adjusting priorities based on the department\xe2\x80\x99s objectives, sourcing initiatives, procurement projects in line with the company\'s strategic plan
  • Lead problem-solving and evaluate, approve, and ensure execution of solutions for areas of responsibility. Solutions may require collaboration with a cross functional and/or global team and in-depth analysis that requires conceptual thinking
  • Provides people leadership by:
    • Managing a team professionals responsible for developing strategic sourcing recommendations that provide the basis for making critical business decisions
    • Coaching/mentoring/motivating a team
    • Managing professional development, compensation, succession planning, performance management, budgeting, etc.
    • Managing the resourcing, work assignment and evaluation of a team of SCM professionals to ensure the quality, cost effectiveness, and timeliness of work associated with their assigned responsibilities
    • Fostering an environment in which continuous improvement of category management systems, tools, processes and standards takes place, often in the role of a champion of change in mindsets and behaviours
Knowledge and Qualifications
  • Bachelor\'s degree with 15+ years of relevant experience
  • Requires extensive leadership experience to lead teams in one department with ability to develop, coach and mentor team of individual contributors and people leaders
  • Has expert-level knowledge and skills within a specific technical area or professional discipline, with a basic understanding of related areas
  • Has knowledge of the business fundamentals of the industry environment within which STEMCELL operates
  • Has experience managing organization-wide programs and projects and sets/supports the strategic direction which shapes team members goals
  • Has experience with analyzing procurement and procuring materials and services in large scale organizations
  • Has end to end experience in processes such as category management, strategic sourcing, source to pay / procure to pay, supplier relationship management, and supplier contract management
  • Life-sciences scientific experience is a differentiating advantage
  • Forward thinking with ability to strategically plan for future growth and build an organizational structure that supports business needs
  • Proven ability to think critically, troubleshoot and problem-solve
  • Experience with change management
