Role Description
Reporting to the General Manager of Sustainable Growth and Development Services, the Director, Planning and Development provides strategic leadership for the City's planning, heritage, development control, and building inspection functions. You will oversee a talented team of professional, technical, and administrative staff, guiding policy development and operational execution to foster a city that is healthy, sustainable, and economically vibrant. In this highly visible leadership role, you will be responsible for managing complex planning and development activities, leading stakeholder engagement, aligning departmental initiatives with Council and corporate priorities, and ensuring consistent, high-quality service delivery across all areas.
Your responsibilities will include:

• Providing leadership and direction in urban planning, development control, and building inspection.
• Guide the development and implementation of the Municipal Plan, Secondary Plans and Built Form Guidelines.
• Oversees the processing and approval of development applications while ensuring alignment with corporate objectives and policies.
• Overseeing the enforcement of building codes, zoning by-laws, property standards, and other related regulations.
• Leading city-wide planning initiatives and facilitating complex, large-scale development projects.
• Developing and implementing departmental goals, policies, and strategic plans aligned with the City's long-term vision.
• Formulating the City's response to legislative changes affecting planning and development.
• Representing the City in public forums, Council presentations, and media engagements.
• Building strong working relationships with Council, municipal staff, developers, provincial agencies, and the public.
• Managing the development review process and ensuring coordination across municipal departments.
• Preparing and managing the department's operating budgets.
• Driving a culture of service excellence and continuous improvement.
• Supporting and mentoring staff to maintain high professional standards and performance.

Your Qualifications:

• A post-secondary degree in planning, community design or a related field; a Masters degree in Urban Planning is an asset.
• 10+ years of experience in Urban Planning; experience in the Public Sector is an asset.
• Eligibility for membership with the Canadian Institute of Planners and the Atlantic Planners Institute
• Proven track record of overseeing large-scale projects, conducting public engagement initiatives, and possessing a comprehensive understanding of local and regional planning practices.
• Comprehensive knowledge of municipal planning legislation, regulations, and codes, including the Community Planning Act, zoning by-laws, and building standards.
• Proven ability to manage complex projects and navigate competing stakeholder interests with sound judgment.
• Strong communication, negotiation, and public presentation skills.
• Experience preparing policy documents, bylaw amendments, and Council reports.
• A track record of successful project management and team collaboration.
• Advanced understanding of planning theory and application, coupled with practical problem-solving capabilities.
• Fluency in English is required; the ability to work in French is considered an asset.
• Proficient in Microsoft Office, Teams, and other relevant digital tools.
• Must hold a valid Class 5 driver's license and have access to a vehicle.
