Job Summary:

The Director, People, Culture and Technology is responsible for providing strategic leadership in the areas of human resources, labour relations, occupational health and safety, organizational culture, information technology, and corporate transformation initiatives. The role ensures the development and delivery of modern, people-centered, safe, and technology-enabled services that support the City's mission, values, and strategic priorities. The Director will foster an inclusive, innovative, and resilient workplace culture, while ensuring compliance with legislative requirements, collective agreements, occupational health and safety standards, and best practices in HR, safety, and IT governance.

This position requires strong strategic leadership, exceptional interpersonal skills, and the ability to balance organizational effectiveness with community expectations. The incumbent will assist in the development and implementation of City-wide goals, workforce strategies, safety management systems, digital transformation plans, and business solutions that enhance organizational capacity and service delivery.


Duties and Responsibilities:

1. Provide strategic leadership and direction for human resources, health and safety, diversity, equity, inclusion and accessibility, and business & technology systems.

2. Serve as a member of the Senior Management Team, contributing to the achievement of corporate goals, objectives, and policies.

3. Oversee information technology systems, policies, and infrastructure to ensure secure, reliable, and innovative technology solutions.

4. Oversee the development and continuous improvement of the City's Occupational Health and Safety Program, ensuring compliance with applicable legislation, risk management standards, and best practices.

5. Develop, recommend, and implement policies, programs, and practices that promote a respectful, inclusive, and high-performing workplace.

6. Negotiate, interpret, and administer collective agreements, ensuring constructive labour relations and effective dispute resolution.

7. Coordinate, administer and control the annual operating and capital budgets of the Division.

8. Build strong relationships with internal and external stakeholders, and represent the City on committees, working groups, and in labour relations and safety matters.

9. Prepare and present reports, briefings, and recommendations to Council and Senior Leadership.


10. Support corporate change management initiatives and promote a culture of innovation, safety, and continuous improvement.

11. Act as City Manager as assigned.

12. Ensures, so far as is reasonably practicable, that safety procedures and standards are followed by personnel throughout the division

Job Requirements:



Working Conditions:

Majority of the work is performed under normal office conditions with frequent evening and weekend work required.


Knowledge and Skills:


-------------------------


Master's degree in Human Resources, Business Administration, Organizational Development, Information Technology, or a related discipline. Ten years of progressively responsible leadership experience in human resources, occupational health and safety, organizational culture, IT, or corporate transformation, with at least four years in a senior supervisory role. Proven leadership and supervision skills with the ability to delegate, set clear expectations, and develop high-performing, cross-functional teams. Strong track record in labour relations and experience working in a unionized environment. Knowledge of employment legislation, human rights, and occupational health and safety requirements, including compliance, and risk mitigation. Demonstrated experience leading organizational safety culture initiatives that promote wellness, prevention, and continuous improvement. Experience leading digital transformation, technology governance, and change management initiatives. Excellent political acumen and experience working with elected officials and senior leadership.

Strong financial management skills, including budgeting, forecasting, strategic planning, and performance management, Excellent communication, problem-solving, and stakeholder engagement skills.

Demonstrated ability to lead cultural transformation and foster collaboration, innovation, and a respectful, inclusive, and safe workplace culture.

An equivalent combination of education, training and experience may be considered.
