Reporting to the Vice President, Patient Care Services and Community Mental Health, the Director, Integrated Schizophrenia Recovery Program (ISRP) is jointly accountable with the Clinical Director, ISRP within a dyad leadership structure for strategic planning, quality patient care and service, and ensuring an education and research environment is embedded within areas of accountability. This includes ISRP Inpatient, Outpatient, Recovery and Regional Psychosis Clinic as well as other clinical services which may be assigned on a temporary or permanent basis. The Director is accountable for human resource and fiscal management in partnership with the ISRP leadership team. The Director is accountable for communication within the service with other programs and services internally and with external partners. These accountabilities are set within the values and expectations of the Royal.

Key Accountabilities

Accountability #1: Delivery of Patient Care Services:

  • Provides strategic and operational leadership.
  • Demonstrates and models LEADS Based Sentinel Behaviours.
  • Ensures ISRP fulfills clinical, teaching, education and research mandates.
  • Ensures the consistent delivery of high quality, evidence based clinical services. e.g., Health Quality Ontario\xe2\x80\x99s Quality Standards and Statements.
  • Establishes program performance monitoring and management mechanisms, such as, scorecards/dashboards based on selected key performance indicators, e.g., Health Quality Ontario\xe2\x80\x99s Indicator Library.
  • Establishes and maintains culturally competent clinical services which are tailored to the needs of diverse populations, e.g., Persons with Disabilities, LGBTQ2+, Women, Indigenous, Black and Racialized Communities.
Accountability #2: Ensuring Client and Family-Centred Care:
  • Establishes and maintains effective and collaborative working relationships with ISRP client/family representatives, ensuring that representatives are meaningfully engaged in program planning, development and evaluation.
  • Advances the Royal commitment to client/family centred care and meaningful participation in the development, implementation and evaluation of their plan of care.
Accountability #3: Management of the Human Resources Functions:
  • Analyzes short and long-term health human resource requirements, determines appropriate complement and mix of nursing, non-nursing health professionals and support staff to achieve program mandate and volumes within inpatient and outpatient program components.
  • Develops, implements and evaluates, in collaboration with human resources, evidence-based recruitment and retention strategies, within areas of accountability, establishes a high quality work environment.
  • Promotes open and transparent interprofessional collaboration and communication where the opinions and contributions of all team members are valued, enables a fair and just culture.
  • Ensures implementation of effective performance management/review systems, including but not limited to: attendance management, compliance with collective agreements, relevant legislation and regulations.
Accountability #4: Management of Operating and Capital Budgets:
  • Develops annual operating and capital budgets; monitors and conducts variance analysis and develops recovery plans as appropriate, ensures expenditures, within areas of accountability, are consistent with the program\xe2\x80\x99s operating objectives while optimizing value-for-money.
  • Develops and presents business cases/briefing notes supporting capital projects and operating funding one-time and base enhancements, which align with the program mandate and corporate strategic directions, goals and objectives.
Accountability #5: Strategic Planning in line with Corporate Goals:
  • Develops and ensures annual operating plans are in alignment with the program mandate and corporate strategic priorities, goals and objectives.
  • Develops and ensures the establishment of program evaluation systems, which capture progression towards achievement of annual goals and objectives, enabling timely strategy adjustment(s) where indicated.
Accountability #6: Representation of ISRP and the Royal:
  • Establishes and maintains effective working relationships with the Institute of Mental Health Research and the University of Ottawa, including scientists, researchers, instructors and learners.
  • Prepares information, reports, letters and memoranda, attends program and hospital committee and working group meetings, community and other public meetings as required; makes presentations and provides recommendations on matters pertaining to ISRP and the Royal.
  • Works closely with community partners, referral sources and aftercare providers, develops and maintains effective linkages and coordinates services with community and regional partners to ensure a seamless continuum of care.
  • Works in a manner that is conducive with staff and patient/client safety practices, policies and procedures of the Royal.
  • Ensures a work environment that is conducive to the Royal\xe2\x80\x99s Harassment-Free Workplace Policy.
Qualifications:
  • Master\xe2\x80\x99s degree or equivalent in a health care related field.
  • Minimum ten years recent progressive leadership experience in a relevant clinical setting.
  • Demonstrated experience in strategic planning, systems thinking, healthcare landscape in provincial and local environments.
  • Demonstrated track record in business and financial planning and management, responsible stewardship, ability to improve effectiveness, efficiency and value for money, through the application of utilization management best practices related to human, equipment/technology and other resources.
  • Demonstrated track record leading all components of human resource management and planning, e.g., labour-relations, recruitment and retention best practices, enabling healthy and safe work environments, employee and physician wellbeing, fair and just culture and commitment to continuous learning.
  • Demonstrated effective analytical, strategic and decision making abilities coupled with highly developed presentation, writing and communication skills.
  • Solid knowledge of quality, risk and improvement tools/methodologies, e.g., LEAN, RCA, IRM, PDCA, critical path and process mapping, establishing performance metrics.
  • Demonstrated ability to lead an environment that support the service, teaching, and research in a changing environment.
  • Demonstrated skill and commitment to working cooperatively and collaboratively within a team and with internal and external partners
  • Demonstrated knowledge of relevant legislation, e.g., Public Hospitals Act, Excellent Care for All Act, Mental Health Act, Occupational Health and Safety Act, Regulated Health Care Professions Act, Personal Health Information Protection Act, Health Care Consent Act, Substitute Decisions Act.
  • Demonstrated track record of effective project management and leading change management.
  • Evidence of commitment to continuous education through pursuit of postgraduate studies or comparable educational endeavours.
  • Proficiency in the Microsoft Office suite of applications.
  • Bilingual (French/English) is an asset.
