Through community engagement, policy development, and health programs and services we provide within the community, we seek to ensure the best possible health outcomes for Torontonians.As the Director, Operations & Business Services, you will provide leadership and direction for the development, delivery, and evaluation of plans, policies, guidelines, and standards relating to employee engagement and management, budgetary programs, and risk management. Playing a critical role in achieving Public Health\'s strategic and operational goals, you will ensure that the TPH team is engaged and supported, while providing fiscal oversight to budget and grant programs.You will provide leadership in a number of key areas, specifically:Human Resources Leadership
Leads and motivates a diverse workforce, ensuring effective teamwork, high standards of work quality, and organizational performance.
Provides resolution to controversial labor relations issues, developing strategies to handle complex labor negotiations and fostering a positive labor-management relationship.
Implements change management initiatives to support staff during organizational transitions, ensuring continuous learning and encouraging innovation.
Provides program management staff with direction and guidance, processes, and tools to increase efficiencies and improve effectiveness of the services.
Financial Management
Develops, recommends, and administers the annual budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Leads the development of the Public Health current and multi-year operating and capital budget and plans.
Negotiates with the provincial government to maximize funding that provides the majority of Public Health\'s budget for service delivery.
Oversee grant programs and ensure grant funding is in line with organizational objectives, manage required monitoring and reporting.
Policy, Planning & Performance Management
Develops, designs, and implements functional policies and programs with a focus on continuous improvement, employee engagement, and financial management.
Develops and monitors the implementation of policy and planning frameworks in several key support areas to enhance the capacity and wellness of TPH to achieve its strategic plan, operational goals, and ensure compliance with legislation.
Develops, implements, and monitors policies, strategies, criteria, guidelines, processes, and procedures to deliver innovative and effective financial, human resource, risk, and policy management; performance management and reporting; facilities and space management; and administration operations services.
Operational Excellence & Advisory Services
Provides influential advice to the Medical Officer of Health and the executive management team on strategic financial, human resource, risk, and administrative management issues and initiatives.
Provides functional advice and direction on financial, technical, information, and administration issues to managers and staff.
Oversees and assures the effectiveness of essential internal services that support the delivery of public health services in the community.
Attends Board of Health, Council, committee meetings, and meetings with the province for the purpose of presenting reports, answering questions, and negotiating funding arrangements.
Key Qualifications:
Extensive experience managing human resources functions, including labour relations in a unionized workforce.
Extensive experience in financial management, including budgeting, financial planning, and internal controls.
Excellent communication and negotiation skills, with the ability to engage stakeholders at all levels.
An accounting designation is an asset.
A master of business administration is an asset.
Exceptional leadership skills, with a proven track record of supporting, motivating, and inspiring a team.
Established history of success in change management, strategic planning, and leadership within a complex organizational environment.
Excellent analytical, problem-solving, and communication skills.
Proficiency in HRIS, ERP systems, and financial software.
