Purpose of Job:

This key 2nd line position within the Bank\'s Operational Risk team supports the Operational Risk Management Framework and the business by ensuring sound operational risk data analytics capabilities and data governance practices are in place with respect to operational risk data and regulatory requirements.

The position supports the VP of Global Operational Risk Programs, in ensuring the system requirements of the Basel III (Standardized Approach) are met relative to operational risk and operational risk event data collection and analysis. Specifically, this includes supporting users in the definition and implementation of changes in the system required to processes to capture and analyze operational risk loss data for the Bank and subsidiaries globally and to report on operational risk at the enterprise level.

The incumbent manages two major GRC platforms and leads the team that uses operational risk data to develop analytical capabilities and tools. The incumbent performs analysis and generate insights into operational losses, new initiatives, issues management and the Bank\'s control environment to facilitate the lessons-learned dialogue and take a pro-active and pre-emptive approach with respect to emerging risks, thematic issues developing predictive analytics models, to identify correlations in the Bank\'s data sets for non-financial risks.

The function is evolving as the Bank seeks to continually improve its operational risk management capabilities and use of data intelligence and analytical techniques and automated reporting.

Job Responsibilities:

  • As business owner of ORMS (IBM OpenPages) and NIRA (New Initiative Risk Assessment), and its user interface, the incumbent is responsible for: assessing the need for and suggesting enhancements to: technologies and systems used to collect operational loss and other operational risk data, reporting capabilities, analytical techniques, working with IT&S to ensure delivery of business requirements for the systems.
  • Acts as subject matter expert to other Operational Risk teams globally on matters relative to operational loss data analytics and relevant tools/techniques.
  • Leads the team responsible for the Bank\'s Operational Risk Management reporting tools utilized for the Bank\'s operational risk committee and the Board with respect to the Bank\'s overall exposure to operational risk, and the outcome/effectiveness of the operational risk management programs.
  • Accountable for the development, implementation and ongoing execution of analytical techniques for operational loss and other operational risk program data.
  • Investigates opportunities, internally and externally, to use various data analytics techniques to create prescriptive and/or predictive models for operational losses.
  • Provides insights and analytics on results and trends for operational risk management metrics to management, senior executives, and the Board.
  • Continuously evolves analytical techniques to derive value from operational loss data and other operational risk tools. Responsible for systems and data leveraged for reporting to internal stakeholder and committees and external stakeholders (inc. regulatory reports).
  • Acts as key point of contact with operational risk capital modelling groups and capital management groups and provides data and other information to meet capital reporting requirements.
  • Performs ad-hoc analyses and reporting in support of Business needs or to support compliance with regulatory requirements.
Operational Risk Loss Data Management
  • Acts as subject matter expert to other Operational Risk teams globally on matters relative to data governance.
  • Liaises with the Enterprise Data Office to ensure the incorporation of best practices and overall alignment with enterprise standards.
  • Ensures the Bank\'s compliance with SA and E21 requirements for loss data governance.
  • Includes ongoing liaison with operational risk management offices of major subsidiaries globally.
RDARR
  • Accountable for RDARR compliance with respect to operational loss data.
  • Understands and applies/implements requirements for RDARR compliance.
  • Oversees the completion of the RDARR Self-Assessment on behalf of Operational Risk.
  • Acts as subject matter expert to other Operational Risk teams globally on matters of RDARR compliance with respect to operational loss data.
Support the Bank\'s interaction with regulators
  • Maintains ongoing awareness of new and emerging regulatory guidelines, publications, and requirements relating to all aspects of operational risk.
  • Participate as required in industry discussion to develop comments to regulators, CBA forums and the ORX industry group.
IBM OpenPages and New initiatives risk assessment system
  • Accountable as subject matter expert for both systems, provide guidance to both business teams and ITS teams, balance on business needs to prioritize backlog items.
  • Manage business requirements to improve system performance and user experiences.
  • Plan system enhancements with ITS, oversee IT deliverables, leveraging industry best practices to continue improving system performance.
Support other projects as required
  • Lead GOR technology and data related projects, manage project progress, status reports and communication with all business stakeholders.
  • Drive or support ongoing and additional operational risk management projects as required.
  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
Job Requirements:
  • Bachelor\'s degree in business administration or a related discipline. MBA is preferred.
  • +7 years of Business Line Risk management work experience.
  • Excellent verbal and written skills with the ability to effectively communication with business partners at all levels of the Bank. Fully bilingual (Spanish/English) would be an asset.
  • Proven leadership and time-management skills.
  • Expert knowledge of Microsoft PowerPoint, Excel, Word, and Visio.
  • Previous experience in Global Risk Management / Compliance / Audit would be an asset.
The following skills, competencies, education and experiences are desired:
  • Strong proficiency in data analytics.
  • Strong understanding of operational risk event loss data reporting requirements.
  • Strong understanding of operational risk capital calculation methodologies.
  • Experience in data governance practices.
  • Systems knowledge, including knowledge of database systems and structures, is required, specifically IBM Open Pages.
  • Broad understanding of all operational risk management tools and techniques, such as RCSA and scenario analysis
  • Demonstrated ability to strategically think, influence and communicate throughout all levels of the organization.
  • Superior Project Management skills and excellent skills in relationship and general business management.
  • Superior problem-solving techniques.
  • Proactive approach to activity completion, often with minimum supervision.
  • Expert ability to balance competing/ conflicting goals of various stakeholders, requiring a mature, diplomatic approach and highly developed negotiation and influencing skills
  • Demonstrate flexibility and comfort in dealing with change/ambiguity. The individual must adapt to an environment of uncertainty and shifts in priority
  • Highly-developed cultural sensitivity in order to operate effectively across cultural and language differences is required as well.
  • Ability to learn, and assimilate, learned information into recommendations and strategies quickly.
Thorough knowledge of:
  • Internal control & Non-Financial Risk Management policies/processes/platforms/protocols.
  • The Bank\'s operational policies, procedures, systems and organizational structure.
  • Commercial / Corporate / Retail / Small Business / Wealth Management / Wholesale products and services, including supporting systems, routines and operating procedures, and external indicator reports.
