Job Description


This leadership position will facilitate the planning and development of the Faculty of Medicine\'s strategic plan and annual business plan. The director of strategic priorities and policy development is a member of the senior leadership team working in collaboration with the team responsible for the functions of program management. UPEI requires an experienced leader to inspire, motivate, lead, support, coordinate, monitor, and drive results for the strategic projects and operational activities in the creation of the Faculty of Medicine at UPEI. In collaboration with Memorial University, this role is instrumental in developing and managing project scope, requirements gathering, stakeholder engagement, solutions selection and deployment, and establishing operational management services for this Faculty. The successful candidate will also provide leadership and promote collaboration and alignment for the coordination and ongoing oversight of the planning, research and professional work relating to policy: framework, development, governance, maintenance, and conflict of interest management within the faculty.

RESPONSIBILITIES:

  • Facilitate the development of the Faculty of Medicine\'s strategic plan and annual business plan
  • Establish and manage project scope related to program development and deliverables that align with organizational priorities and timelines
  • Support senior leadership with consulting services in the development of strategic direction and plans through the provision of researched and analyzed data regarding external and internal industry analysis, legislative changes, external and internal environment scanning, and innovative organization design alternatives
  • Provide strategic direction and leadership on behalf of the faculty of medicine in the development of the health system integration planning work with HPEI, Dept of H&W, MSPEI and various Gov\'t stakeholders
  • Lead the development of process mapping for the senior management team to support various workflow initiatives and processes for programs being developed
  • Manage and facilitate multiple project workstreams, including leading problem-solving sessions, workshops and interviews with cross-functional team members and subject matter experts
  • Be accountable for the facilitation, coordination, and leadership of teams that will identify and resolve organizational and/or program challenges, problems, and concerns
  • Plan, execute, and finalize projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants to deliver projects according to plan
  • Develop and deliver full-scale project plans, schedules, resource assessments, and associated documents
  • Drive project execution: track project activities to ensure delivery, monitor & handle changes, constructively manage conflicts & escalations
  • Create and confirm estimates of resources required to achieve goals during the project and post project operations
  • Be responsible for ongoing reporting on the progress of implementation activities. Reporting includes variance analysis with respect to the annual action plans from all divisions, corporate key indicators and agreed to business metrics
  • Build and maintain effective relationships with key stakeholder groups to promote collaboration and alignment for various projects and initiatives to ensure the critical success of the project and program outcomes
  • Mobilize and liaise with staff and faculty on both campuses to ensure proposed projects objectives are moving forward
  • Work with units within the Faculty to identify areas for policy development and review, including developing and maintaining a policy framework for the Faculty
  • Conduct needs assessments and review existing documentation and standards within the Faculty of Medicine
  • Participate in the development of policy documents including drafting policies, analyzing implications, providing advice and coordinating the various stages of the policy framework process
  • Research best practices in policy development and implementation
  • Assist in the designing and implementing of new processes for policy development and administration
  • Implement and monitor the efficacy of new policies across a number of disciplines within the Faculty to achieve desired results
  • Ensure the Faculty policies and governance structure is in alignment and compliance with accreditation standards
  • Provide professional advice to support the Faculty activities in strategic planning and implementation, project management, and accreditation and governance
  • Other duties as required
QUALIFICATIONS:
  • Completion of a Graduate Degree in business, health administration or related field; and/or an equivalent combination of education and work experience
  • Experience (7-10 years) in a progressive leadership position in an academic environment or related field including considerable supervisory experience
  • Excellent interpersonal, communication, conflict resolution, problem solving, project management, and organizational skills as well as proficiency in the use of computer hardware and software are required
  • Experience (5-7 years) with policy development in a regulatory or educational environment is required
  • Experience (5-7 years) leading cross-functional teams with complex regulatory work environments would be considered an asset
  • Excellent analytical thinking; planning and organizational abilities; strong leadership and critical and strategic thinking would be essential to the role
  • Experience within a post-secondary institution would be considered an asset
  • Experience working with a regional health authority would be considered an asset
