Responsible for managing assigned program(s) and staff with a primary focus on services for adults with diverse abilities in our Community Living Services (CLS) program area, youth in specialized support services (CYSN) through the Ministry of Children and Family Development (MCFD) and support our seniors' programs and services. May include other services mandated by contracts with provincial government ministries and other funders as delegated.
Key Duties and Responsibilities
Plans, organizes, controls and directs the provision of services for assigned new and existing programs and/or projects and acts as the primary link between the agency, government funders, including Community Living BC, MCFD, United Way and other service providers and community partners involved in the provision of services for adults with diverse abilities, youth with support needs, and our seniors services.
Ensures effective program/service delivery consistent with agency mandate and policy, legal, contractual, budgetary and other requirements. May develop or make recommendations for the development of new areas.
Oversee the management of the daily operations of five (5) residences and two (2) Community Inclusion Programs in Penticton and Oliver with oversight of all aspects of the CLS and CYSN programs including operational, financial and funder reporting.
Leads and manages a geographically dispersed team and works with community partners to advocate for services and supports the recipients of community living services.
Participate as a member of the Senior Leadership Team (SLT) in developing long-range and strategic plans, assessing and resolving operational issues and policies.
Develops and establishes standards and accountability/control mechanisms for assigned responsibility area in accordance with policies and goals established and approved by the Executive Director.
Develops and recommends long-range plans and objectives for the responsibility area; provides advice and recommendations to the Executive Director on significant or cross-agency program and service issues.
Supervises, develops and motivates Team Leader(s) and other assigned staff to: attain program objectives ensuring effective case planning and management.
Escalates and addresses problem situations and remedies with staff, participants and the public and participates in resolving difficult or sensitive issues or problems.
Assists the agency in a cross-organizational portfolio and other duties as assigned.
Qualifications
Post-secondary degree in social sciences, health sciences or related discipline; master's level is preferred.
Minimum of five years of progressively more responsible program management experience, preferably in the community social services sector.
Experience with children and youth in care, adults with diverse abilities, and knowledge of disability rights, person-centered planning, and inclusive practices.
Experience with senior's services providing healthy ageing programs.
An equivalent combination of education and experience may be considered.

Participation at meetings, conferences, and other events may involve long workdays, and/or evening/weekend work.
