The Lax Kw'alaams Band is seeking a seasoned and strategic Director of Infrastructure to lead the planning, development, and management of all infrastructure projects and operations. The successful candidate will oversee infrastructure development, maintenance, and capital projects to ensure sustainable and efficient community services. This leadership role requires a visionary with strong technical expertise, financial acumen, and proven ability to coordinate multidisciplinary teams to support the Band's growth and operational needs.
Responsibilities:
Infrastructure Planning & Development:
Lead long-term infrastructure planning aligned with community goals and regulatory requirements.
Manage capital projects from concept through completion, including budgeting, scheduling, and stakeholder engagement.
Develop and implement policies and standards for infrastructure management and sustainability.
Operations & Maintenance Oversight:
Oversee maintenance and operation of all infrastructure assets, including water, wastewater, roads, buildings, and utilities.
Ensure compliance with environmental, safety, and building codes and regulations.
Optimize infrastructure reliability and performance through innovative solutions and preventative maintenance strategies.
Team Leadership & Collaboration:
Provide leadership and mentorship to infrastructure and maintenance teams.
Foster collaboration across departments, contractors, and external partners.
Promote a culture of safety, accountability, and continuous improvement.
Budget & Financial Management:
Develop, monitor, and manage the infrastructure department budget and capital expenditure plans.
Oversee procurement processes, contract negotiations, and vendor management.
Prepare and present reports to senior leadership and community stakeholders.
Risk Management & Compliance:
Identify infrastructure risks and implement mitigation strategies.
Ensure all infrastructure operations adhere to relevant legal, safety, and environmental standards.
Lead emergency preparedness and response planning related to infrastructure.
Competencies
Comprehensive knowledge of civil, mechanical, and electrical infrastructure systems.
Proven leadership experience in managing large-scale infrastructure projects and teams.
Strong financial management and budgeting skills.
Familiarity with infrastructure-related regulations and compliance standards.
Excellent communication, negotiation, and stakeholder engagement skills.
Proficient in project management software and Microsoft Office.
Health & Safety Responsibilities:
Lead and champion the occupational health and safety program within the organizational operations.
Lead and collaborate with the Joint Worksite Health & Safety committee to complete all OHS commitments, such as conduct inspections, risk assessments, emergency response planning and training.
Lead investigations and corrective actions following safety incidents.
Encourage a proactive safety culture among staff and contractors.
Qualifications:
Education
Bachelor's degree in Civil Engineering, Construction Management, or related field.
Professional engineering designation or equivalent is an asset.
Project Management Professional, or Certified Construction Manager, or Certified Facility Manager.
Formal leadership, management training, or a supervisor certificate program is an asset.
Experience
Minimum 7 years of progressive experience in infrastructure management, including project delivery and team leadership.
A minimum of 5 years in a senior leadership, management role.
Experience working with Indigenous communities or in public sector infrastructure is an asset.

Classification/Pay Scale:
Non-unionized management position.

$110,000 - $150,000 salary per year.
