Position Summary:



The Director of Finance / Treasurer for the Township of North Dundas is responsible for fulfilling the statutory duties of a Municipal Treasurer as outlined in the Municipal Act, other related Acts of Legislation and ensure compliance with all pertinent Township policies and procedures. This role is also responsible for ensuring that all financial matters of the municipality are conducted accurately and in a timely manner. Reporting directly to the Chief Administrative Officer (CAO), the Director of Finance / Treasurer serves as the lead manager in all financial matters for the Township. This role provides essential financial leadership and strategic direction to both Council and Administration, supporting the long-term financial sustainability and accountability of the Township of North Dundas.

Position Qualifications:



- Post-secondary education or university degree in Commerce, Finance, Public Administration or Business or a related discipline as well as a professional accounting designation, or a willingness to pursue, combined with several years of financial experience in a municipal setting.

- Senior management level finance experience in municipal or public sector government would be preferred.

- Thorough knowledge of financial, purchasing, accounting, and auditing principles and practices, applicable legislation/regulatory standards, asset management, investment and debt management, provincial grant processes, property taxation, budget formulation, and local government functions and responsibilities.

- Proven ability to define and solve complex financial and business problems requiring quantitative, qualitative and process analysis.

- Proficiency in all Microsoft Office and financial management applications. Experience in Vadim an asset.

- Well-developed leadership skills, with the ability to gain the support of Department Heads and Council.

- Strong oral and written communication skills, including superior report writing and presentation skills. Ability to present complex financial information in an understandable format and manner to non-financial stakeholders.

Position Description:



- Manages the day-to-day operation of the department by providing strong leadership in the areas of municipal finance including general accounting, financial analysis, budgeting, financial reporting, municipal property taxation and capital asset management.

- Provides leadership to the annual budget process, including a recommended strategy to the CAO. Presents and defends the budget before Council, making effective use of the knowledge of department heads in their respective budgets.

- Responsible for the development, implementation and review of all new and revised accounting systems including the maintenance management system and the internal reporting systems to departments and integrate these systems with the corporate financial system.

- Make recommendations and provide advice to Chief Administrative Officer, Management Team and Council on borrowing, spending limits, debenture issues, investment policies, financial options, budget allocations, funding for specific projects and initiatives, reserves and financial considerations.

- Monitors actual expenditures/revenues to the annual budget and provides the CAO and Department Heads with timely monthly Variance Reports, with detailed explanations of issues. Presents quarterly Variance Reports to Council on a timely basis, with explanations and supporting documentation of notable variances.

- Responsible for Municipality's Asset Management Plan to ensure it remains current and fully supported by a financial strategy. Manages the asset inventory and establishes procedures for compliance with internal control standards.

- Ensures Council is supplied with all financial information necessary to meet its fiduciary obligations under the Municipal Act.

- Serves as a key member of the Township's Senior Management Team, establishing goals and objectives, developing programs, and implementing policies.

- Provides strategic financial leadership and recommendations to Council on program financial performance, operating and capital planning and business analysis.

- Provides advice to Council, CAO, and Department Heads on a variety of financial, contractual and related issues.

- Oversees/monitors the municipality's purchasing system and assists department heads with budgetary advice on major purchases.

- Develops and maintains best practice accounting systems, procedures, and policies.

- Oversees all relevant accounts payable, accounts receivable, tax and payroll ledgers, and observes all procedures necessary for the flow and handling of cash, calculations, postings and banking operations and reconciliations.

- Prepares audit files and working papers for external auditors, co-ordinates annual audit review and prepares the annual Financial Information Return and Financial Report in conjunction with Auditors.

- Commissioner of Oaths and Affidavits.

- Provides information for applications for various federal, provincial, and other grant programs.

- Acts as a signing officer for the Municipality.

- Performs the statutory duties of the Treasurer as defined in the Municipal Act and any other related duties, as may be assigned by the CAO.

Working Conditions and Environment:



- Large volume of work with many deadlines

- This position will be based at the North Dundas Municipal Office in Winchester, Ontario.

- Normal office hours are 35 hours per week, Monday through Friday, however there may occasionally be extended hours to meet deadlines and deliverables, and you will be expected to attend Council meetings outside of normal business hours.
