The Facility Services department

supports the academic mission of McMaster, its cutting-edge research, and world-class teaching and learning. Our team does this by developing innovative spaces to study, research, and work and by keeping our campus safe, clean, well-maintained, and beautiful. Our team of approximately 400 professionals is the primary caretaker of the university's physical environment and is one of the largest teams on campus. Our 400 dedicated professionals take pride in delivering quality and reliable services that support the University's world-renowned teaching and research. The team is responsible for the operation and maintenance of 69 buildings, encompassing approximately 8.5 million square feet of space and about 377 acres of land. Facility Services operates 24/7, oversees more than 50 active construction projects at any given time, and manages over 12,000 service requests each year.

Job Summary




As Director of Finance, Facilities Services, you will be accountable for the management and reporting associated with the significant facilities budget, which approximates $80 million annually for operations (salary, wages, benefits, supplies and utilities) and up to another $200 million per year in capital or projected related additional funding. The Director will also be responsible for the financial and reporting needs associated with capital and/or operating leases; including analysis and tracking associated with the new funding model. This position will also monitor a large volume of financial transactions with other entities such as Hamilton Health Sciences, McMaster Innovation Park and others.


As Director, you will identify problem areas and potential areas for efficiency improvements within the department; Provide recommendations to AVP related to policies, plans and resolutions of key issues related to the budgets; implement approved policies; Manage the payment process of operating and capital payments; assist in the development of long-range strategic plans and will ensure departmental compliance with University and development budget policies and financial procedures. The Director will regularly (Monthly) produce trends and forecast budget reports related to Capital, Operating, and other properties. This position supervises the work of a Finance Manager, IT Manager, three Financial Coordinators and two IT Specialists.


Accountabilities




The position will manage several budgets with multiple accounts including but not limited to the following:


Capital Budgets


Produce monthly reports for budget VS actual for all accounts and distribute to Directors. Report to AVP Facilities any forecasted cost overruns. Analyze budget performance vs. allocated budgets; determine surplus / deficits in the individual account as well as the overall project. Recommend Funding surplus/deficit allocations. Supervise the adequate creation for all project accounts in relation to their individual budget allocations. Recommend to and assist the AVP to undertake corrective actions for budgets that are forecasted to be over budgets. Prepare monthly/quarterly reports for MTCU/MCU/MEASD or Federal government funded projects. In collaboration with Manager of Technical Services and Director of Maintenance, determine "operation" deferred maintenance projects each year. Liaise with external auditors and MTCU/MCU/MEASD regarding capital work. Prepare / review monthly cash flow reports for central Finance. Facilitate the Joint Capital Committee with the AVP Facilities and AVP Administration and coordinate communications and follow-ups for working occurring between Facilities, Finance, Research and other areas across the University. Work with the Joint Capital Committee membership on the development of business cases for all large capital projects requiring Planning and Resource Committee approval. Coordination between Facilities Services and Financial Affairs on financial aspects of all business cases, including financing options, external and donor funding timelines to match with construction draws. Year End + Manage the year end procedures in Facility Services including accruals to current vendors and all accounts.
+ Prepare year end capital schedules for auditors.
+ Prepare capital program audit statements for all programs funded by MTCU/MCU/MEASD.
+ Serve as the main contact with external auditors for Capital projects.

Operating Budgets

Working with the AVP and the Directors, develop and implement Facility Services different budgets. Develop and analyze forecasting models for monitoring operating expenses. Prepare monthly budget reviews for all operating accounts including projections. Follow up and analyze discrepancies, deal with issues and monitor all accounts on a monthly basis. Monitor and report on the performance and forecasts of the Utilities budgets. Manage Utilities accounts transactions with FHS, HHS, residences, etc. including but not limited to Energy Service Agreements and Energy Savings Agreements. Ensure all recoveries for cost sharing arrangements and premium services are recorded. Year End + Adjustments to accounts for services provided.
+ Manage the year end procedures in Facility Services including accrual requests to current vendors.
+ Prepare year end schedules.

New Budget Model / Leasing Transactions


- Develop a System to manage the accounts for leased properties.
- Work with the AVP and the Manager of Space Planning to keep clear records of Leased spaces; Review with Central Finance budget allocation to Facilities for leased properties.
- Gather operating costs and update the new budget model operating costs related to Facilities.
- Manage the administrative space held at MIP; includes the monthly lease transactions and the sub leases to external entities and any capital improvements completed to the space held by McMaster.

Operational Management


Lead and Manage staff that are assigned to the unit of unionized team members. Effectively outline expectations to staff, provide quality coaching, assess staff performance and deal with performance related problems to ensure unit performance. Motivate staff for optimum performance and resolve conflicts as they occur.
Planning


Review existing processes and procedures. Assist with policy development and updating/revision of existing policies (including policies on capital assets, interest on capital accounts, practices to open and close capital accounts). Recommend process enhancements in order to achieve higher work efficiencies in handling of financial transactions. Act as a resource for PeopleSoft Financial process within Facility Services. Lead the Maintenance Module within Facility Services with the assistance of Financial System Support within Financial Affairs.

Other

Leadership of Finance Manager, IT Manager, three Financial Coordinators and two IT Specialists. Facility Services Operating Budget with annual revenues of approximately $38 million, the Utility Services Operating Budget with annual revenues of approximately $37 million. Financial liaison with all government contacts for reporting on the capital contributions to the University. This role is also the main contact for all the intercompany transactions between McMaster and McMaster Innovation Park (MIP) and the sub-leased tenants in the MIP facility. Manages 2 Operating Budgets (Facility Services/Utility Operations). Financially managing/reconciling/reporting all the Capital projects for the University. Year-end reporting and variance analysis on all departments within all operating and ancillary budgets. Manage the McMaster leased space at MIP; including the subleased space to external tenants. Assist in Business Case development for new Capital opportunities for renovations and expansions to the University. Lead on the Maintenance Management Module within PeopleSoft Finance Module (MOSAIC); integration and functionality; working with Financial Systems Support within Financial Affairs. Subject Matter Expert on the Capital Project Costing Module within PeopleSoft (MOSAIC); GL to PC balancing, reporting etc. Responsible for the financial reconciliation and reporting of all Capital Projects (all fund 60). This represents annual spending of up to $200 million. Annual year-end reconciliation, reporting and external auditor relationship on all capital projects. Work with academic and other business units in a business partnering role to provide meaningful advice when new financial agreements are being created, and work with internal and external legal counsel, and auditors to solve operational problems with legal, financial or reputational implications

Qualifications




Education:

Post-Secondary Education in Finance, Business or Accounting. Chartered Professional designation.

Experience:

Minimum 10 years related experience Proficitent in ERP Financial systems

Knowledge/Skills:

Excellent interpersonal skills; incumbent will interact with individuals, both internal and external to the University and from all levels. Must possess strong analytical, quantitative, problem solving, financial systems skills and excellent written and verbal communication skills. High standards of ethics and confidentiality to handle sensitive and/ or confidential information. Broad understanding of University operations and structure; including policies and procedures and external regulatory and reporting requirements. Excellent organizational, planning and time management skills. Ability to cope with multiple demands and manage competing priorities. Advanced software skills in Peoplesoft, spreadsheets and databases.
