Reporting to the CEO, the

Director of Employment Services

is a senior leadership position responsible for the strategic development, implementation, and evaluation of comprehensive employment services that reflect ACCESS' core values of Respect, Honour, Sharing, and Kindness. This role provides strategic and visionary leadership to ensure urban Indigenous Peoples are supported in their training and employment journeys through a client-centered approach. The Director is responsible for both the Vancouver and Surrey office staff and programs.

Primary Responsibilities:



Strategic Leadership and Program Management:



Contributes to the implementation of the strategic and long-range plans by providing ideas and expertise that supports the development of the Annual Operating Plan (AOP). Contributes information to develop, revise and implement ACCESS policies and procedures with full comprehension of said documents. Develops the fiscal year employment services budget to include requests for both renews and new proposals and submits to finance within agreed to timelines. Develop long-term goals, strategies, and evaluation frameworks for employment services. Prepares monthly report and attends monthly management meetings. Prepares quarterly and annual reports for funders, Urban Spirit Foundation, and others as assigned by the CEO. Ensure all programs reflect ACCESS' mission and uphold its core values. Assess client funding applications recommended by employment advisors to ensure they meet funder requirements and complete case management. Ensure the Accountability and Resource Management system (ARMS) and any other database, entries are accurate for client case management, and statistical and reporting purposes. Conducts quality assurance audits regularly. Develop long-term goals, strategies, and evaluation frameworks for employment services.

Team and Operational Oversight:



Supervise and mentor the program manager, employment advisors, and support staff including regular check-in meetings and organizational performance review process. Build a high-performance team culture centered on accountability, respect, and collaboration. Oversee staffing structures, scheduling, and resource allocation for all employment services initiatives. Ensure appropriate training and professional development for employment services staff.

Community Engagement and Partnership Building:



Establish and maintain strong relationships with Indigenous communities, schools, post-secondary institutions, social services, and government ministries. Foster cross-agency collaborations to enhance service delivery and referrals for urban Indigenous Peoples ensure clients are referred to appropriate services as needed. Serves as an ACCESS representative in community consultations, forums, and leadership tables related to employment services and/or career development services as directed by the CEO.

Funding, Evaluation and Reporting:



Strong financial skills as required for planning, budgeting, allocating resources and monitoring funds. Pragmatic and sound financial judgement as it relates to financial responsibility. Lead grant writing, proposal development, and reporting in collaboration with the CEO and Finance team. Oversee program data collection and analysis to assess impact, identify gaps, and support continuous improvement.

Qualifications, Skills and Requirements:



A relevant bachelor's degree in areas including, but not limited to Indigenous studies, social work, business administration, human geography, economics, education, etc. is preferred; a background in career development and/or a combination of relevant certifications in a related field will also be considered. 5+ years supervisory experience in progressively responsible roles, preferably in the employment services sector. Make decisions that reflect sound judgement, organizational values, and the best interests of ACCESS, Clients, and the community. Ability to source, develop, and maintain strong relationships with key external stakeholders including government, non-profits, and community organizations and apply best practices to achieve results. Deep knowledge of Indigenous cultures, protocols, and the impacts of colonization on Indigenous Peoples. Demonstrated leadership skills with the ability to collaborate effectively with HR on performance management, attendance, and other employee relations matters. Effective time-management coupled with excellent organizational and administrative skills. Knowledge of local labour market and employment and training field. Strong strategic, planning, and project management skills, able to build program processes, procedures and controls. Strong ability to work effectively within a team environment, as well as the ability to work independently. Proven expertise in grant writing, proposal development, and contract management. Excellent writing and verbal communication skills, including developing presentations and speak to small and large audiences. Strong financial skills as required for planning, budgeting, allocating resources and monitoring funds. Strong ability to develop and maintain effective and collaborative internal working relationships in alignment with ACCESS Core Values. Solid understanding of change management, able to lead and support the organization's change strategies. Excellent computer skills using MS Office, databases, with a strong ability to adapt to changing technologies. Valid Class 5 driver's license and access to a personal vehicle.

Pay: $83,000.00-$86,000.00 per year
