JOB DESCRIPTION

The Director is responsible for leading the design of the domestic transportation network with respect to meeting corporate objectives related to improving speed, reducing costs and supporting our environmental sustainability strategy. The incumbent will do so through the design, optimization and implementation of effective standards, schematics, timelines and handoffs between thousands of operational sites located across Canada. They will monitor the performance of operations relative to process designs, determining corrective action where appropriate and driving continuous improvement of network performance. The Director is also responsible for regularly evaluating the network to see what incremental or transformational changes can be made to improve overall effectiveness of the network in meeting emerging requirements.

NOTE: The Director is not responsible for the ongoing management & execution of Transportation Contractors.

JOB RESPONSIBILITIES

Below are the main job requirements and responsibilities for the Director, Network Design.

  • Leads, develops and retains an organization of professional staff, with appropriate skills and competencies to meet functional objectives, and creates a favourable organizational climate so that staff are motivated and committed to deliver their best.
  • Develops and ensures the implementation of an overall network strategy for Operations that delivers against the service targets established with the Product Management Team. Ensures Network plans meet all service performance, quality, budget, safety, and security standards. Communicates the plan to the regions and other key stakeholders, and leads the implementation across the country.
  • Develops Network operating plans for transportation via air, rail, road and marine modes. Analyzes network performance and defines optimization opportunities to improve the effectiveness of the network to facilitate the success of the business by generating cost reductions and /or service level improvements and align with our environmental sustainability goals.
  • Leads and creates National, Regional and Local Network initiatives for the design, optimization and implementation of new end-to-end mail Network and processes including the design of transportation and facilities utilization while incorporating all design constraints including service commitments. Evaluates processing options through cost benefit analysis and risk assessments.
  • Facilitates the Record of Decision process to approve all Network changes at Canada Post. Integrates change management into all Network adjustments, ensuring that all stakeholders are identified, that proper communication occurs, and that operations and other stakeholders are fully informed with the new methods or process requirements.
  • Configures and maintains the network design (including but not limited to sortation schematics, machine plans, facility roles and Service Identification System (SIS) & Labelling standards) and reviews and approves any and all changes to these elements.
  • Identifies future requirements for the network and ensures that current designs and activities are aligned with the long-term direction; ensures that the requirements for additions / enhancements / modifications to the network are identified in order to be able to accommodate future requirements.
  • Directs the development of a framework of standards & metrics for monitoring the performance of the network so that non-conformance situations can be identified, the root causes established and appropriate action identified and taken.
  • Provides analysis and advice with respect to business cases for capital investment in Operations with respect to their impact on network performance and product service levels.
  • Monitors the external environment within the logistics arena with regard to identifying and evaluating the feasibility of alternate or innovative practices and processes, and how these may be exploited to improve effectiveness and efficiency within the network.
  • Identifies opportunities to leverage new technologies to manage and optimize the network; works as a client to identify the requirements for new / improved systems and ensures that the technology contractors test and prove their systems appropriately prior to implementation.
QUALIFICATIONS

Education
  • Completed university Degree, preferably in a related field such as Engineering, Business, or Operations Research
  • Supply Chain / Logistics certification an asset.
  • Knowledge of industry standard improvement disciplines such as Lean Thinking and Six Sigma and their application as an advanced foundation for improving operational performance is considered an asset
Experience
  • 5-7 years of experience in manufacturing / transportation operations including the design, management and optimization of large-scale distribution networks for land, air, rail and sea; experience with development of network management tools and transportation optimization
  • Demonstrated track record of continuous progression and success in a leadership roles where execution to standard is critical
  • A background in Supply Chain Optimization and Strategic Logistics analysis is preferred
