We are looking for a Director, Government Relations and RFP Management to join our team. Reporting to the Vice President, Government Relations, this role will be a key point of contact to support Xplore\'s relationships with various levels government, while leading proposal activity for the organization.

Key responsibilities include:

  • Develop and maintain positive relationships with federal, provincial and municipal governments, key stakeholders, constituents and customers and the Xplore team in order to proactively identify opportunities to influence public policy, and enhance Xplore\'s reputation with relevant stakeholders
  • Responsible for the development, production, and formal submission of Requests for Qualifications (RFQs), Request for Proposals (RFPs), and other proposal submissions such as Market Sounding submissions and Expressions of Interests (EOIs) for major project pursuits
  • Represent Xplore at various conferences, trade shows, and other public forums, and identify opportunities to advance Xplore\'s business objectives. Deliver presentations on behalf of the company in front of external audiences and be able to articulate the company\'s objectives in a compelling way.
  • Monitor and assess new opportunities to work with governments at all levels to expand broadband services throughout rural Canada.
  • Manage and assume accountability for existing public sector contracts under your responsibility. Ensure Xplore\'s ongoing compliance with those funding agreements.
  • Support the broader Xplore team in the development and implementation of political advocacy campaigns, and responding to issues when they arise
  • Maintain an understanding of business challenges, regulatory and industry trends and market conditions, to support our government relations strategy.
The ideal candidate will possess:
  • A Bachelor\'s Degree or equivalent experience in Political Science, Public Relations, Law, Business, Marketing or Communications
  • Minimum 5 years\' experience either in the public sector or in a government relations capacity
  • Minimum 5 years\' experience in major Public Procurement programs (P3) Canadian proposal submissions
  • Knowledge of the municipal, provincial, and federal government landscape, other relevant stakeholders, and a general understanding of Xplore\'s public policy objectives in this environment
  • Exceptional attention to detail, and the ability to speak convincingly and advance positions on behalf of the company to external audiences
  • Strong writing and communication skills, with the ability to do so in both official languages being a definite asset
  • Experience in project management and project reporting is highly desirable, or transferable experience to support monitoring compliance with public agreements
  • Experience interfacing with senior executives and public servants, as well as elected officials such as Members of Parliament
  • Experience working in a fast-paced and performance driven setting where meeting deadlines in a timely and accurate manner is essential
  • Advanced knowledge of Microsoft suite of products, including Word, Excel, Power Point, and Microsoft Project
  • Knowledge of telecommunications industry considered an asset
  • Bilingualism in English & French would be an asset.
