The Land Title and Survey Authority of British Columbia (LTSA) is looking to hire a Director of Finance & Corporate Controller to join our Finance division in our Victoria office!

What you'll do:



Reporting to the Vice President and Chief Financial Officer (VP and CFO), the Director, Finance & Corporate Controller oversees all accounting, financial reporting and analysis functions. This position has responsibility for the organization's financial systems, including management of all aspects of the organization's cash receipts, cash disbursements, banking and investments, capital assets, contract administration, financial analysis and internal and external financial reporting requirements.



With a team approach and a customer service focus, the Director, Finance & Corporate Controller leads the LTSA Finance team in delivering efficient and effective financial services in a deadline-driven environment.



Key Responsibilities and Accountabilities



Monthly and Quarterly Reporting



Manage quarterly reporting calendar, ensure accounting and reporting deadlines are met by team. Manage the monthly close and production of financial statements meeting the timelines for the provision of financial information throughout the organization. Prepare audited annual financial statements and quarterly unaudited interim financial statements. Prepare the annual and quarterly Management Discussion & Analysis and the financial sections of the Annual Report. Assist in preparation of annual Business Plan and external Annual Report. Coordinate assurance engagements with external auditors. Manage the year-end audit with external auditors to ensure a complete financial working paper file for review and production of International Financial Reporting Standards (IFRS) compliant consolidated financial statements. Oversee the preparation of the annual income tax returns. Prepare monthly CFO results deck and present monthly and quarterly results to executive team. Prepare quarterly and annual financial results deck and present results to Audit & Finance Committee. Manage the quarterly risk management process, tracking and updating risks with risk owners, preparing quarterly material risk register. Assist in presenting financial results at senior leadership meetings and provide finance education to the organization through company lunch and learns. Prepare environmental reporting documentation and schedules, including tracking CO2 emissions and sources, and reviewing environmental reporting frameworks.

Accounting Policies and Procedures



Manage the accounting function and ensure adherence to financial policies and procedures. Provide input to the VP and CFO on reporting capabilities and requirements, identify internal control weaknesses and make recommendations as required. Research and provide recommendations on appropriate accounting treatment of complex accounting matters under IFRS including capitalization criteria, acquisition accounting, revenue recognition, financial instrument accounting, goodwill accounting and impairment. Review accounting memos and schedules prepared by finance team for appropriate treatment under IFRS. Manage the relationship between Human Resources and Finance to process payroll and ensure payroll transactions are accurately reflected in accounting records. Manage the Finance Department's records management and file administration in accordance with approved corporate policy. Responsible for various contracts as commissioned by the VP and CFO, i.e. third party actuarial valuations, internal audit, business continuity planning, transfer pricing, commodity taxes, etc. Review work of direct reports and provide guidance on any complex/unusual matters. Act as the finance "voice" in matters that affect the financial operations of LTSA, i.e. human resource issues, operations, cash management issues, electronic file processing, technology system changes, etc. Maintain official finance policy and procedure manual. Responsible for compliance with provincial and federal tax regulations and acts as liaison with any tax audits. Manage the liaison with external government agencies as needed. Manage accounting and reporting systems, along with supporting contractors, to ensure LTSA has the tools and processes needed to accurately and efficiently record transactions. Oversee project accounting costs to ensure appropriate capitalization / expense treatment, ensure project costs receive appropriate accounting classification (capital costs, R&D costs, cost of revenue) in partnership with the Manager, Project Accounting. Perform Cash and Treasury Management duties, including participating in periodic reviews of the investment portfolio and ensuring appropriate accounting for investments.

Education and Experience



Bachelor's degree in Accounting, Finance or related field; an MBA is preferred CPA, CA, CMA or CGA. A minimum of 10 years' experience at a management level, preferably with Big 4 public accounting background. A minimum of 8 years' experience as a Corporate Controller. Experience in a high transaction volume environment with sophisticated customer facing financial systems. Experience with preparing external facing quarterly and annual financial statements, management discussion and analysis, and Board and Committee financial reports, preferably with a public company.

Knowledge, Skills, and Abilities



Ability to provide process analysis and drive continuous improvement of financial systems and procedures. Exceptional oral and written communications skills, with ability to synthesize complex financial information in a logical and understandable way, and present to a wide range of audiences. Ability to work within a confidential environment and with sometimes tense/stressful and often high-profile issues. High level of initiative, independent judgement and problem-solving ability. Strong customer service focus. Advanced technical skills in financial reporting under IFRS. Superior organizational skills, time management skills and ability to manage multiple projects in a fast-paced environment. Ability to assist in the development, interpretation and training of others on financial policies and procedures. Ability to establish effective working relationships and lead a collaborative team. Excellent computer skills including Microsoft Office applications. Experience in Microsoft Business Central or other ERP software.
