I. Scope and Summary of Primary Responsibilities




The Director of Finance & Controller is the senior financial leader responsible for stewarding Vision Loss Rehabilitation Canada's national financial performance, long-term sustainability, and organizational accountability.


As a key member of VLRC's Executive leadership team, this role provides enterprise-level financial strategy, operational leadership, and oversight of all financial functions including accounting operations, budgeting, provincial funding oversight, compliance reporting, forecasting, internal controls, and audit management.


The Director ensures the financial infrastructure, systems, and disciplines are in place to support a complex, multi-jurisdictional healthcare organization delivering high-quality vision rehabilitation services across Canada.


This role combines strategic financial leadership with hands-on execution.

II. Essential Functions & Key Responsibilities



Strategic & Enterprise Financial Leadership



Provide strategic financial guidance to the President and ELT to inform organizational priorities, long-term planning, and resource allocation. Provide actionable insights, KPIs, and scenario analysis to support decision-making in a rapidly evolving healthcare environment. Guide financial considerations related to service expansion, funding negotiations, clinical workforce growth, digital transformation, and strategic initiatives.

Financial Planning, Budgeting & Forecasting



Lead the development of the annual operating budget, capital planning, and quarterly forecasts. Ensure alignment of financial plans with service delivery expectations, provincial contracts, and organizational strategy. Prepare clear and high-quality financial reporting packages for the Board and Finance, Risk & Audit Committee. Partner with leaders to establish performance metrics and financial accountability across programs.

Accounting & Operations Oversight



Oversee full-cycle accounting, AP/AR, payroll alignment, revenue recognition, and cash management. Ensure accurate and timely month-end/year-end close processes and reporting. Prepare financial statements in accordance with ASNPO and ensure compliance with all statutory requirements. Maintain a robust chart of accounts and ensure alignment with service lines, provincial contracts, and funding structures.

Provincial Funding, Compliance & Program Reporting



Lead the administration, tracking, and reconciliation of government funding agreements across multiple provinces and federal programs. Ensure accurate, timely financial submissions to provincial ministries and funding bodies. Support funding negotiations and reporting requirements related to NIHB, Veterans Affairs, and provincial health ministries. Ensure funding models align with VLRC's long-term sustainability and operational needs.

Internal Controls, Risk & Audit



Strengthen and oversee VLRC's internal control environment, financial governance framework, and financial policies. Lead internal and external audit activities and serve as primary liaison to auditors. Ensure timely, compliant completion of the T3010 and all regulatory submissions. Provide financial risk assessment and mitigation strategies to senior leadership and the Board.

Systems, Processes & Continuous Improvement



Oversee the financial systems environment (NetSuite, Concur) and ensure data accuracy, reporting integrity, and secure record retention. Lead financial process optimization, automation, and digital modernization. Partner with QPS and Operations to improve data quality, insights, and enterprise reporting. Support operational efficiency through cost analysis, business intelligence, and cross-functional collaboration.

Leadership & People Development



Lead and develop a high-performing finance team of three (Manager, Reporting & Financial Planning, Senior Accountant, Accounts Payable & Receivable Analyst), fostering a culture of accountability, service, and continuous improvement. Enhance financial literacy across the organization by coaching leaders and building capacity for financial decision-making. Foster strong relationships with program leaders, regional teams, and internal stakeholders to ensure organizational alignment. Model the values of VLRC, leading with integrity, transparency, and client-centered stewardship.

Requirements



Education & Experience



CPA designation required (CA, CGA, CMA). 10+ years progressive financial leadership experience in healthcare, social services, or public sector. Experience managing provincial or federal funding agreements in a complex, multi-site environment. Demonstrated experience leading financial planning, budgeting, reporting, and audit functions.

Technical Skills



Strong knowledge of ASNPO, fund accounting, and nonprofit financial standards. Expertise in budgeting, forecasting, financial modelling, and variance analysis. Proficiency with ERP systems (NetSuite strongly preferred), Concur, and advanced Excel. Strong understanding of internal controls, audit processes, funding reconciliations, and compliance requirements.

Strategic thinker with the ability to translate strategy into operational and financial plans. Exceptional communication skills, including an ability to translate complex financial information for non-financial audiences. High integrity, sound judgment, and commitment to organizational accountability. Collaborative leadership style with a coaching mindset and the ability to influence across functions. Strong problem-solving capabilities and comfort leading through change.
