Vancouver Coastal Health is looking for a Director, Equity, Diversity and Inclusion (EDI) to join the team team.

Reporting to the Vice President, Communications, Equity and Partnerships, with accountability to the Vancouver Coastal Health (VCH) Senior Executive and Board of Directors Committee of the Whole for setting the direction and driving the organizational strategy for Equity, Diversity and Inclusion (EDI), the Regional Director is responsible for incorporating EDI into the organization\xe2\x80\x99s DNA. The Director has the responsibility for developing, managing, driving and promoting local strategy through a range of diversity and inclusion activities and programs. They are the key point of contact with programs/departments and leaders across the organization, partnering to educate, advise, guide and champion behaviours and to support and incorporate EDI into core organizational systems and practices, achieving improved results from both a patient/resident/client perspective as well as organizationally.

The Director, EDI will develop a multi-year strategy and action plan to advance the Global Diversity, Equity and Inclusion Benchmarks and will oversee leadership development resources and programs related to equity, diversity and inclusion, including hiring and search practices and developing a positive organizational culture. The Director will have broad oversight of EDI planning, strategic coaching, curriculum, training, programs and support for leaders throughout VCH on sustaining and advancing diversity, equity and inclusion efforts including the organization\xe2\x80\x99s ability to attract retain and develop more diverse leadership and staff, and enhance organizational diversity.

The Director will partner closely with Anti-Racism, Indigenous Health, Planetary Health, VCH Medicine, Quality and Patient Safety, Regional Programs, and Medical Affairs leadership across the organization, as well as provincial and national counterparts to advance equity, diversity, and inclusion and belonging for providers and patients/residents/clients. Identifies and build relationships with external partners that deliver, impact and support VCH EDI strategies.

As a Director, Equity, Diversity and Inclusion (EDI) with Vancouver Coastal Health you will:

  • Leads and directs the development of overall and applicable EDI related initiatives and activities across VCH, in collaboration with the VP, Communications, Equity and Partnerships, and other leaders across the region, ensuring an integrated framework and consistent service delivery in alignment with VCH business needs.
  • Formulates organizational and departmental strategy and policy direction through consultation with the Vice President, Communications, Equity and Partnerships, and implements and evaluates the long-term goals, policies and procedures necessary to operationalize the strategic plans. Measures the extent to which annual organizational goals and objectives have been met within a changing environment.
  • Develops the strategic plan for the delivery and development of organization-wide Equity, Diversity and Inclusion programs and services: workshops, presentations, learning modules, coaching, support and other efforts that promote equity, diversity and inclusion.
  • Oversees and coordinates the measurement of EDI program effectiveness by utilizing multiple, integrated approaches to evaluating goals, and makes improvements as necessary. Holds accountability for the programming across VCH and reports back to the Vice President, and VCH Executive and Board of Directors.
  • Develops and implements comprehensive strategy for recruitment and retention of Indigenous Persons. Plans will need to include hiring to direct care, middle management, and senior leadership levels, recruitment initiatives to encourage Indigenous youth to enter health professions, and retention initiatives such as leadership development programs/coaching/mentoring/psychological safety supports for Indigenous employees. Partners with the VCH Communications team to develop a communication framework and strategy, taking the lead on maintaining, drafting and preparing various communications tools, materials, etc., ensuring all communications foster a culture of inclusion.
  • Engages with and enrolls partners across the organization, including senior leadership team members, to ensure understanding and engagement within the EDI strategy and program\xe2\x80\x99s intent, philosophy, outcomes, accountability, and measures of success.
  • Coordinates consultation to senior leaders, managers and supervisors on designing, implementing and enhancing department-wide and organization-wide objectives related to diversity, equity and inclusion.
  • Develops and ensures EDI is integrated into the organization\xe2\x80\x99s overall learning and education programs, including employee orientation, clinical, corporate, and leadership/management programs. Advances the EDI strategy to educate leaders to have a high level of EDI competence.
  • Ensures EDI is integrated into VCH recruitment, talent development, performance planning, advancement and retention programs so that the organization\xe2\x80\x99s talent development processes result in equitable and accessible recruitment, and retention and a pervasive feeling of inclusion.
  • Oversees and coordinates the measurement of EDI program effectiveness by utilizing multiple, integrated approaches to evaluating goals, and makes improvements as necessary. Holds accountability for the programming across VCH and reports back to the Vice President, and VCH Executive and Board of Directors.
  • Leads in the research, development and implementation of strategies to measure the success of VCH-wide EDI programs, education, coaching and other interventions for leadership, staff, and physicians, and organizational progress on creating a diverse and equitable work environment.
  • Conducts and assesses industry research to identify gaps and opportunities and make recommendations to inform the development of VCH EDI programs.
  • Provides overall leadership and direction to team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management).
  • Develops overall department budget to complement strategic directions within existing fiscal constraints and uses best utilization methods to thoroughly monitor and adhere to allocated budget.
  • Carries out responsibilities in accordance with health and safety requirements. Immediately reports unsafe situations by notifying supervisor or other appropriate personnel.
  • Performs other related duties as assigned.
Qualifications

Education & Experience
  • Masters\xe2\x80\x99 Degree in public health, public, healthcare, or business administration, diversity studies, psychology, sociology, and/or organizational behavior, supplemented with over ten (10) years\xe2\x80\x99 experience in leading health equity, diversity, inclusion & equity programming and initiatives, or an equivalent combination of education, training and development.
  • Experience in clinical settings is an asset.
Knowledge & Abilities
  • Proven experience in overseeing the development and delivery of equity, diversity and inclusion programming.
  • Proven experience in developing strategy directly linked to the Global Diversity Equity and Inclusion Benchmarks (GDEIB)
  • Demonstrated ability to work effectively within a diverse, complex, sometimes ambiguous and decentralized organization to provide leadership for cultural change.
  • Ability to influence and operate in a matrix organization.
  • Ability to be resilient, flexible and creative in approaching complex problems.
  • Ability to assess interventions, measure effectiveness and design tools to evaluate success.
  • Advanced skills in change management education and consultation.
  • Outstanding listening, collaboration and team building skills that facilitate coordination and cooperation with the demonstrated ability to lead with both courage and humility.
  • Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.
  • Uses well developed leadership, customer relations and problem solving abilities to lead a variety of complex, diverse and integrated services and initiatives and to achieve desired results within critical timeframes.
  • Demonstrated ability to develop and maintain strong relationships with key internal and external stakeholders including management and staff at all levels, government agencies, other health authorities, and external stakeholders and others as applicable.
  • Demonstrated experience in the effective management and resolution of discrimination and harassment complaints, as well as with patient/client/resident complaints.
  • Demonstrated experience in conducting research studies or publishing papers in academic journals.
  • Demonstrated excellent communication skills, both verbally and in writing, with a variety of audiences internally and externally to the organization.
  • Physical ability to perform the duties of the position.
