BC Emergency Health Services (BCEHS) is hiring a newly created position \xe2\x80\x93 the organization\xe2\x80\x99s first ever Director of Diversity, Equity and Inclusion (DEI)!

What you\xe2\x80\x99ll do

Reporting to the Executive Director, Employee Experience \xe2\x80\x93 and collaborating with PHSA\xe2\x80\x99s exceptional and expanded DEI team \xe2\x80\x93 the Director of DEI is responsible for incorporating DEI into BCEHS\xe2\x80\x99 DNA. The Director is responsible for developing, implementing and promoting a DEI strategy across BCEHS through a range of activities and programs. The Director is the key point of contact with programs/departments and leaders across BCEHS, partnering to educate, advise, guide, and to support and incorporate DEI into core BCEHS systems, structures and practices, achieving improved results from both a patient/resident/client and employee perspective and BCEHS as a whole.

The Director of DEI will have broad oversight of communications, strategic coaching, curriculum, training, programs and support for leaders throughout BCEHS on sustaining and advancing DEI efforts including BCEHS\xe2\x80\x99s ability to attract, retain and develop a more diverse workforce, enhance organizational equity and inclusion, and improve organizational culture and safety.

High level accountabilities for this role include:

  • Leads and directs development of overall and applicable DEI related initiatives and activities across BCEHS, in collaboration with the Executive Director, PHSA DEI team, and other BCEHS leadership; ensures an integrated framework and consistent service delivery are in alignment with BCEHS business needs and PHSA\xe2\x80\x99s overall DEI plan.
  • Develops strategy for the delivery and development of BCEHS-wide DEI programs and services: workshops, presentations, learning modules, coaching, support and other efforts that promote DEI in alignment with BCEHS\xe2\x80\x99 people plan.
  • Engages with and enrolls partners across the organization, including Indigenous Health and senior leadership team members to ensure understanding and engagement with the DEI strategy and program\xe2\x80\x99s intent, philosophy, outcomes, accountability, and measures of success.
  • Identifies and builds relationships with external partners that deliver, impact and support BCEHS DEI strategies which align with the BCEHS Action Plan and Mandate.
  • Coordinates consultation to senior leaders, managers and supervisors on designing, implementing and enhancing department-wide and organization-wide objectives related to DEI.
  • Develops and ensures DEI is integrated into BCEHS\xe2\x80\x99s overall learning and education programs, including employee orientation, clinical, corporate, and leadership development programs. Advances the DEI strategy to educate leaders to have a high level of DEI competence.
  • Ensures DEI is integrated into BCEHS recruitment, performance planning, advancement and retention programs so that our talent development processes result in equitable and accessible recruitment, and retention and a pervasive feeling of inclusion.
  • Responsible for the management, direction, and leadership of the DEI department. Provides overall leadership and direction to team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management).
  • Develops department budget to complement strategic directions within existing fiscal constraints and uses best utilization methods to thoroughly monitor and adhere to allocated budget.
What you bring

Qualifications
  • A level of education, training, and experience equivalent to a Masters\xe2\x80\x99 Degree in diversity studies, psychology, sociology, business administration, and/or organizational behavior. DEI certification is an asset.
  • 10+ years in leading DEI programs and initiatives, or an equivalent combination of education, training, and lived experience.
Skills & Knowledge
  • Proven experience in overseeing the development and delivery of DEI programming with experience in developing strategy directly linked to a leading framework, such as the Global Diversity Equity and Inclusion Benchmark (GDIB) or equivalent.
  • Demonstrated ability to work effectively within a diverse, complex, sometimes ambiguous and decentralized organization to provide leadership for cultural change.
  • Ability to influence and operate in a matrix organization, bringing resiliency, flexibility and creativity in approaching complex problems.
  • Ability to assess interventions, measure effectiveness, and design tools to evaluate success.
  • Advanced skills in change management education and consultation.
  • Outstanding listening, collaboration and team building skills that facilitate coordination and cooperation with the demonstrated ability to lead with both courage and humility.
  • Uses well developed leadership, customer relations and problem solving abilities to lead a variety of complex, diverse and integrated services and initiatives and to achieve desired results within critical timeframes.
  • Demonstrated ability to develop and maintain strong relationships with key internal and external stakeholders including management and staff at all levels, government agencies, other health authorities, and external stakeholders and others as applicable.
  • Demonstrated experience in the effective management and resolution of discrimination and harassment complaints, as well as with patient/client/resident complaints.
  • Expertise in conducting research studies or publishing papers in academic journals.
  • Excellent oral and written communication skills, with a variety of audiences internally and externally to the organization.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission\xe2\x80\x99s Calls to Action (2015), In Plain Sight (2020), BC\'s Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC\'s Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Salary Range: To be determined; The starting salary for this position would be determined with consideration of the successful candidate\xe2\x80\x99s relevant education and experience, and would be in alignment with the provincial compensation reference plan.
