Job Description

Development is responsible for executing strategic land development opportunities that include the delivery of Transit-Oriented Communities (TOC), the use of surplus lands for social purpose outcomes (e.g., attainable housing, health care and long-term care), and the planning and delivery of landmark projects like the redevelopment of Ontario Place.



Position Purpose:



Infrastructure Ontario (IO) is currently seeking a Director join our Development division, with a planning and project management specialization.

IO's Development division has recently transitioned from a program-based structure to a phased model. This model includes three core phases:



Planning Transactions Implementation

As a Director, you will report to the Vice President, Development and own key program-to-government relationships in Planning for TOC. The Director manages the generation of all design concepts, materials, and deliverables in support of program-level governance and approval (internal and external), and interface with development partners, municipal stakeholders, and government.?Will own responsibility for establishing consistency of commercial and policy approaches across Development transactions and the dissemination of best practices, and lessons learned; be responsible for business unit process establishment and continuous improvement; and coordinate development feasibility analysis (financial, land use planning, density, etc.) to support and lead complex commercial transactions across a unique portfolio of public and private land and building assets.



The Planning team is looking for a Director who will lead the planning technical submission, navigate through municipal and provincial government planning processes, and secure planning certainty approvals with on provincial properties.



What You Will Do:



Lead program-level approvals with internal and external stakeholders. Manage program-level municipal interface for LP, SPP, or TOCTOC development sites. Lead the formulation of responses to inquiries and requests for program-level briefing materials for internal and external stakeholders. Lead integration of Development planning considerations into transaction project agreements planning, policy and transaction project agreements. Design and establish Development LP, SPP, or TOC specific interface provisions within project agreements, and ensure consistency across Development projects. Manage the integration of Development planning requirements into project agreements to define interfaces, performance security, and risk incurred by Contracting Authority in undertaking the development program. Lead business process improvement initiatives within Development, improving the management, tracking, reporting and efficiency of operations.

What We Are Looking For:

Several years' experience communicating with development/transaction teams, and with program leadership within government, including both municipal and provincial stakeholders. Leadership experience in urban planning, real estate development, strategy, business analysis, business case development, industry analysis and transaction structuring to support the development of complex strategies / transaction structures to senior decision-makers in a compelling, effective, and tailored way Experience in preparing and drafting Official Plan Amendments, Zoning By-Law Amendments, an understanding of Ontario's Planning Act and related regulations related to municipal and provincial planning procedures and tools. Strong project management and leadership skills with ability to manage a team, motivate, mentor and professionally develop direct reports. Proficiency with land use and municipal planning, project management, financial models as a basis to inform options and recommendations. Ability to lead a large, multi-disciplinary, cross-functional team to deliver complex and politically-sensitive projects. Demonstrated ability to find innovative solutions to complex problems. Ability to navigate ambiguous situations and to lead and align multiple stakeholders around a common solution and path forward. Experience in a management role within a government ministry and public sector senior management in governance and/or policy is an asset. Experience drafting and/or reviewing Treasury Board submissions within government or an agency is an asset. Experience in project management and the implementation/delivery and/or oversight of infrastructure projects. Demonstrated ability to take initiative and work independently. The ability to balance conflicting project demands, prioritize outcomes and be accountable for project implementation. Motivated to find innovative solutions to complex commercial or technical problems and strive to bring clarity to complicated or ambiguous situations. Ability to distill complex processes, analysis and findings into concise reports or presentations. A general understanding of land development, urban planning, municipal and provincial land development practices, policies, rules and regulations. A Master's degree or equivalent professional certification in public administration, business, economics, management, urban planning, architecture, or engineering is an asset.

The hiring range for this position is $120,500 to $180,800, with a corresponding job level of M3.
