In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
The Director, Contract Management and Oversight is responsible for creating innovative strategies that develop, maintain, and enhance contractual relationships with partners, while maximizing value and minimizing risk to Island Health. This includes responsibility for the long term planning and strategic management of the contracted portfolio for client services, including long term care, community, and support services; oversight of effective contract management activities across Island Health; direct responsibility for contract procurement for services, including overseeing the management of all RFP processes at Island Health; leading the procurement relationship with PHSA; and development and strategic management of business partnerships, including with other Health Authorities. In addition, the Director develops, facilitates and coordinates relationships across the organization including with Clinical Operations, Support Services, Capital Manaagement and IMIT.
The Director has responsibility for creating and proactively managing a comprehensive performance framework for all contracted relationships and for encouraging market growth, diversity, and innovation to achieve the long-range strategic goals of the organization. The Director provides strategic and operational leadership in the provision of effective management for assigned portfolios and departments; maintains strategic business partnerships and promotes innovation to ensure effective resource management in operations and contracted services, and; liaises with internal and external stakeholders to ensure patient- and client-focused service provision within the health authority.
In addition, the Director builds, maintains and manages the relationship with PHSA in respect of supply Chain and other provincial services contracted with Island Health.
Travel may be a requirement of this position. Transportation arrangements must meet the operational requirements of the Vancouver Island Health Authority in accordance with the service assignment and may require the use of a personal vehicle.
QUALIFICATIONS:
Education, Training And Experience
A level of education, training and experience equivalent to a Master\'s degree in a relevant field plus twelve (12) years of recent, related experience in progressively senior management/leadership roles in a large, complex, public sector organization, with responsibility for leading operational and strategic plans, procurement, and contract management involving complex negotiations with business partners on long-range, innovative contracting strategies to enhance value.
