Position Summary

Reporting to the Commissioner of Community Services, the Director, Community Standards, is responsible for administration and oversight for the review and development of community standards by-laws, business licensing and sign permitting programs, by-law education and enforcement, and the City\'s Administrative Monetary Penalty System. As the Director, you will establish the overall strategic vision and direction for the Community Standards Division through leadership, effective communication, expert subject matter guidance, and fiscal responsibility. You will provide creative, problem solving leadership in dealing with complex issues and be responsive to changing needs in a dynamic work environment. You will implement and promote the City\'s Organizational Management Framework and foster a culture of innovation, engagement, collaboration and respect.

Key Duties and Responsibilities

  • Leads the divisional priorities, development and management of staff to ensure effective and efficient delivery of services while promoting innovative thinking and collaborative working relationships.
  • Determines and directs the execution of the annual work plan for Division including ensuring that directions from Council and the City \'s Executive Leadership Team are implemented
  • Responsible for preparation and monitoring of divisional capital and operating budgets, and ensuring compliance with corporate financial controls.
  • Ensures compliance with all applicable legislation including the Municipal Act, the Freedom of Information and Protection of Privacy Act, the Highway Traffic Act, and the Occupational Health and Safety Act
  • Responsible for recommending appropriate service levels as well as monitoring and tracking of data to assess the extent that target service levels are being met and to provide regular divisional performance reporting
  • Oversees development and approval of Divisional standard operating policies and procedures
  • Responsible for the oversight of all staff of the division including recruitment, retention, training and development, supervision, performance management, succession planning, and health and safety
  • Collects and analyses data related to service provision and customer service to support continuous improvement and financial management
  • Participates as a senior staff member of various inter-departmental and external committees such as the City\'s Fleet Review Committee and IT Steering Committee
  • Guides the creation, review and update of the City\'s community standards by-laws
  • Leads and directs all initiatives and activities pertaining to by-law education and enforcement
  • Oversees the City\'s Administrative Monetary Penalty System, business licensing program and sign and parking permitting programs.
Education and Experience
  • Degree in Law Enforcement, Business or Public Administration or related discipline
  • Certification as a Property Standards Officer will be an asset
  • 10 years or more of progressive municipal leadership experience
Required Skills/Knowledge
  • Expert technical and legal knowledge in related to by-law, licensing and enforcement
  • Understanding of current municipal financial legislation and experience with budget forecasting, control and management
  • Strong public service orientation and awareness of current political and economic priorities affecting municipal government
  • Fosters a work environment that enables and supports innovation, creative thinking and employee empowerment
  • Accomplished in strategic planning, problem-solving, issues management and decision-making
  • Excellent analytical, administrative, organizational, and written/oral communication skills

  • Relationship building skills, including team building, conflict resolution, negotiation, mediation and facilitation and dispute resolution
  • Proven communication skills which bring an exceptional ability to influence internal and external stakeholders

  • Personal management skills including interpersonal versatility, self-motivation, self-discipline, a strong work ethic, initiative, innovation, perseverance, integrity and political acumen
  • Ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public.
  • Ability to navigate between regulator and enabler in alignment with City\'s risk management practices
  • Strength in creating a work environment of curiosity, risk taking, and challenging the status quo
  • Proven ability to lead the organization in a way that builds and protects a culture of honesty, openness, respect, and trust through open communication
  • Aptitude to model leadership through passion, courage and integrity
  • Familiarity with AIMS and/or Energov software is an asset
  • Must possess a valid Ontario Class "G" Driver\'s License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire
  • Requires satisfactory Police Records Check
  • Regular office environment with occasional evening meetings or attendance to urgent issues after hours
