Position Summary:
The Director, Clinical Strategy and Operations plays a pivotal leadership role in advancing the strategic direction, operational excellence, and quality of clinical programs and services at CMHA HPE. Reporting to the Senior Director of Clinical Services, the Director provides vision, structure, and oversight to ensure programs deliver high-quality, evidence-informed, and client-centered care across Hastings and Prince Edward.?This role is responsible for aligning clinical operations with organizational strategy, integrating data-driven decision-making, quality improvement, and privacy compliance into daily practice. The Director oversees a portfolio of clinical programs and supports program managers in achieving performance targets, accreditation standards, and service excellence goals.?In collaboration with the Senior Leadership Team, the Director contributes to strategic planning, clinical system design, and regional integration initiatives that strengthen continuity of care and interdisciplinary collaboration. Acting as a key connector between strategy and service delivery, the Director ensures that clinical programs are operationally sound, fiscally responsible, and responsive to evolving community and system needs. The incumbent promotes a culture of accountability, learning, and innovation, and demonstrates CMHA HPE's values at all times.?
Minimum Qualifications & Experience:
Master's degree in Social Work, Nursing, Psychology, Counselling, or a related health discipline.
Active registration and membership in good standing with a regulated health professional college (e.g., OCSWSSW, CNO, CRPO).
Certification or demonstrated experience in clinical supervision and the delivery of psychotherapy is strongly preferred.
Training or certification in privacy management (e.g., CIPP/C, CIPM), leadership, project management, or change management is considered an asset.
Minimum 7 years of progressive experience in clinical services, including program development, service delivery, and staff supervision.
Experience working with integrated health care models and community-based mental health and addiction services.
Proven track record in strategic planning, budget management, and performance measurement.
Strong understanding of PHIPA and related information governance frameworks (e.g., FIPPA) and their application within clinical and privacy-sensitive environments.
Demonstrated experience implementing evidence-informed, data-driven clinical models of care that improve quality, consistency, and outcomes.
In-depth knowledge of evidence-based practices, clinical frameworks, and mental health legislation relevant to community-based mental health and addictions services.
Proficiency in applying risk assessment methodologies and quality improvement processes to strengthen safety, compliance, and service excellence.
Ability to lead, motivate, and support multidisciplinary teams.
Demonstrated ability to mentor staff and promote professional development.
Strong collaboration and conflict-resolution skills.
Proficient with Microsoft Office Suite, electronic health records, and data management systems.
Must possess a valid Ontario Driver's License, regular access to a reliable vehicle, and proof of adequate vehicle insurance for travel between agency sites and community meetings.
Satisfactory vulnerable sector check required prior to hire.
