The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of people living in BC. Reporting to the Executive Director, Medical Imaging, the Director, Clinical Education and Practice Initiatives leads the development of a Clinical Education and Practice Strategy that will enable a sustainable workforce across the multiple modalities of medical imaging including, Xray, CT, MRI, Ultrasound, Nuclear Medicine, Mammography, and Interventional Radiography. The Director provides practice and educational leadership to the Medical Imaging (MI) system of BC by developing strategies and initiatives that support a viable workforce in response to the growing demands, changing technology, and specialized roles required to support MI.
The Director participates on a variety of provincial committees and chairs the technical working groups under the Provincial Medical Imaging Office (PMIO). Works in partnership with Health Authorities (HAs), the Ministry of Health (MoH), Community Imaging Clinics (CICs) and academic partners, to develop and implement initiatives that address clinical and health system needs. The Director collaborates with a wide variety of internal and external partners including HA directors and managers, human resources and recruitment, and various Ministry branches as appropriate. Conducts planning that is focused on creating high quality practice and learning environments with the right skill mix and workforce requirements across all sectors. What you'll do • Provides leadership in clinical education and professional practice development in accordance with the organization's purpose, vision, values, and strategic direction by fostering a climate of lifelong learning and growth, and encouraging and supporting innovation in educational opportunities, programs, and strategies; develops effective relationships with HAs, MoH, and academic partners, and contributes to a provincial approach for leading clinical education and workforce development.
• Leads various initiatives to develop a sustainable workforce for all HAs including the development of a student education framework for MI in collaboration with the regional HAs, regional Professional Practice, and educational institutions. Partners with and advises MoH on the numbers of seats required to inform provincial planning and HA strategies.
• Collaborates with system partners to ensure alignment of practice, training, and competency assurance. Advises educational institutions, professional societies, and regulatory bodies on the requirements of a provincial workforce for MI, which may include initiatives addressing the didactic and clinical curriculum requirements of the national certification competency profile, and reflecting current clinical practice.
• Develops and/or participates in relevant provincial governance structures necessary to advance education and training in BC; collaborates with MoH and post-secondary institutions to determine the annual student intake and the future workforce requirements for MI in B.C.
• Coordinates and compiles information and data at a provincial level that will inform workforce planning in a holistic systems approach; supports and implements education and evaluation strategies to support MI Clinical Educators and Clinical Instructors across MI to ensure key educational objectives are met and are observable.
• Acts as a resource and consultant for provincial and national medical radiation technologist and sonographer planning in MI and advanced clinical practice approaches supporting HAs at a provincial level.
• Leads project plans according to project management methodologies by ensuring structures and processes are in place, engaging stakeholders provides leadership to project teams, both HA and/or provincial project teams,
• Fosters partnerships and strategies to achieve system goals such as inter-professional collaborative practice education, employed student programs, and career development pathways such as preceptorship, front-line leadership, advanced practice, and research and technology integration.
• Advises and makes recommendations to the PMIO and the MI Council regarding trends and opportunities to advance discipline specific and inter-professional collaborative education to support the workforce.
• Works closely with HA Professional Practice teams, Quality, Safety & Risk Management, and HR portfolios, post-secondary institutions, and other provincial programs and committees to address issues, education and training needs, and retention strategies.
• Participates in the annual budget development process, including identification of any capital equipment or systems required to support health service delivery and diagnostic activities; responsible for monitoring expenditures, variance analysis and reporting; implements corrective action as required.
• Manages the recruitment, mentoring, selection and professional development of designated staff; supervises and provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching sessions, and the facilitation of goal setting with the employee including the identification of educational/training requirements; implements employee discipline up to and including termination, as necessary.
• Supports the development, implementation and consistent application of policies, procedures, clinical practice guidelines, and professional practice standards related to education for MI in partnership with clinical educators, professional practice, and operations; implements effective performance management processes and provides direction, guidance, and cross-HA and across-site leadership to a designated group of unionized staff, including those that have supervisory responsibilities, within a multi-site environment; ensures that the culture is one in which individual competencies can thrive.
• Fosters strong linkages and alignment of activities with agencies such as HAs, Public Health, Indigenous Health, First Nations Health Authority, local governments, and other groups, including MoH, in order to facilitate a continuum of health services.
• Creates an environment of evidence-based practice that encourages participation in research, fosters personal growth and supports opportunities for teaching and education of students and staff where appropriate.
What you bring
Qualifications
• A level of education, training, and experience equivalent to a Master's degree in Education, Health Administration, Leadership, or other relevant program, plus ten (10) years' recent, related experience in a complex health environment, including progressive clinical education, and education program planning and delivery experience and three (3) years' supervisory/leadership experience. Current practicing registration/membership with the applicable professional College/Association.
• Demonstrated ability to apply comprehensive knowledge and skills in educational theory, research, technology, and related best practices as well as an understanding of health care disciplines and networking abilities to support enhanced educational practices. Uses proven group facilitation, teambuilding, negotiating, conflict resolution skills and an interactive teaching style to engage learners with a variety of different learning styles and facilitate critical thinking and problem resolution. Fosters creativity and innovation in strategic planning for learning and development, and in teaching and learning strategies. Applies expert oral and written communication, and project management abilities in the design and composition of creative high quality, interactive learning materials, and development initiatives. Demonstrated ability to promote Indigenous Cultural Safety, Cultural Humility and Anti-Racism in all educational activities. Ability to operate related equipment including applicable software applications. Physical ability to perform the duties of the position.

• Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
• Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.

Job Type: Regular, Full-Time
Salary Range: $128,298 - $184,428 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
