Development Compliance Officer

GENERAL DESCRIPTION:

Under general supervision, the Development Compliance Officer educates, ensures compliance, and where necessary, enforces municipal bylaws, provincial acts, and legislation associated with land use and development. Development Compliance Officers carry out an extensive range of investigation and enforcement requirements and functions. The incumbent will answer enquiries, initiate investigations, and finalize complaints.

Key Responsibilities Include:

RESPONSIBILITIES:

  • Uphold municipal bylaws, provincial acts, and regulations within jurisdiction. These include the Land Use Bylaw, Signage Bylaw, Business Licensing Bylaw, Escort Bylaw.
  • Educate property owners, citizens, and developers about responsible development. Provide information about planning regulations and options for compliance.
  • Initiate investigations, perform inspections, answer inquiries, and finalize complaints.
  • Issue warning letters, stop orders, and notices; assist with laying charges, issue violation tickets, and process summons and subpoenas.
  • Liaise with prosecutors and municipal law enforcement, assist with prosecutions and represent the Municipality in the Subdivision Appeal Board and in a court of law.
  • Maintain files, compile briefing notes, submit reports, and register caveats on land title certificates.
  • Provide guidance to the Development Authority in respect to enforcement policies and procedures.
  • Maintain current working knowledge of all appropriate bylaws, legislation, etc., relating to municipal bylaw enforcement.
  • Ensure that investigations are properly conducted.
  • Ensure that charges are properly issued, and subsequent court documents are properly prepared.
  • Ensure that files are properly maintained.
  • Enter, query, and maintain data in information management system.
  • Protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to properties, businesses, and residents of the Municipality.
  • Carry out safe work practices and adhere to safety and other work-related regulations; report unsafe and/or insecure situations that may arise.
  • Complete and participate in training as required by the Municipality.
  • Maintain equipment and vehicles as required.
  • Perform other related duties as required.
Requirements:

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Strong investigative skills.
  • Considerable knowledge of relevant bylaws, acts, legislation, regulations, and sound knowledge of court proceedings.
  • Strong verbal and written communication skills with the ability to clarify and convey information in a clear and concise manner.
  • Excellent organizational and interpersonal skills.
  • Ability to deal tactfully and diplomatically with the public in sensitive and sometimes confrontational situations.
  • Able to enforce applicable bylaws and regulations effectively and with impartiality and sound judgement.
EDUCATION AND EXPERIENCE:
  • Diploma in Law Enforcement, Planning, or related discipline, or graduation from an accredited Police Academy.
  • Two (2) years of law enforcement or Peace Officer experience or two (2) years of planning/land use bylaw enforcement experience required.
  • Completion of a Planning Law course or equivalent is an asset.
OTHER REQUIREMENTS:
  • A valid Class Five (5) Operator\'s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Must be willing to work outside in all conditions.
  • Immunizations are strongly recommended for work in unsanitary conditions.
  • Must be medically and physically able to perform all duties of the position on an ongoing basis.
  • Ability to acquire and maintain an RCMP enhanced reliability security clearance is required.

All employees must take reasonable care to protect the health and safety of themselves and others, as well as immediately report any concerns, near misses, incidents, and hazardous conditions to their supervisor.
