The Town of Qualicum Beach is in search of a dynamic and motivated professional to fill the temporary position of Deputy Director of Corporate Services within the Corporate Services Department, offering up to full-time hours (35 hours per week). This temporary term position will provide maternity leave coverage and is anticipated to be 12-18 months in duration, subject to the employee's return and operational requirements.



As a key member of the senior leadership team, the Deputy Director of Corporate Services is appointed as the Deputy Corporate Officer for the municipality and is assigned the responsibility for overseeing legislative processes. In this role, you will be working with a group of talented and dedicated people to help shape the Town's future. The Deputy Director of Corporate Services plays a key leadership role in the Town and is responsible for ensuring effective management of municipal bylaws and policies, records management in accordance with legislative requirements, and handling Freedom of Information requests. This is an exciting opportunity to play a pivotal role in the administrative processes of our municipality while working with the Director of Corporate Services ensuring that all public meetings and elections are run appropriately and effectively.



Working closely with the Chief Administrative Officer, Mayor and Council, and the senior management team--and reporting to the Director of Corporate Services--the Deputy Director of Corporate Services will provide advice, guidance, and direction on legislative and corporate matters. The position will also be responsible for the supervision and management of the Corporate Services Coordinator.



The successful candidate will demonstrate the ability to work effectively with elected officials; communicate complex information clearly, both verbally and in writing; manage conflict; balance multiple priorities within tight deadlines; and foster strong working relationships with employees, developers, Council, and the public.



The ideal candidate will have proven leadership experience in a local government setting, exceptional communication and interpersonal skills, and a comprehensive knowledge of the Community Charter, Local Government Act, and Freedom of Information and Protection of Privacy Act.



Deputy Director of Corporate Services role:




Coordinates the preparation and/or prepares Council and Committee agendas, attends meetings and records proceedings of Council and Committees as required, edits resulting minutes and correspondence, and provides information and expedites required action. Manages Town's Records Management System including assisting the Director of Corporate Services in the safekeeping of all Municipal records. Supervises and manages the Corporate Services Coordinator, providing direction, support, and performance oversight. Reviews, drafts, and distributes policies and bylaws. Collaborates and liaisons with staff on grant opportunities and applications. Assists the Director of Corporate Services in the coordination of Civic Center and assigned special events. Responds to complaints and requests for information as required and directed through the CAO or Director of Corporate Services. Manages requests for records under the Freedom of Information and Protection of Privacy Act*.
Acts as Deputy Chief Election Officer and assists the Director of Corporate Services in directing local government elections and other voting. Performs other duties as assigned by the CAO or the Director of Corporate Services. Relieves the Director of Corporate Services of administrative detail; ensures that requirements for Council are met through adequate staffing for all meetings; routes correspondence, minutes and reports for required action; processes enquiries, answers a variety of correspondences.




Candidates under consideration will demonstrate:




Experience and demonstrated knowledge of local government, Council, and Committee procedures. Thorough knowledge of the responsibilities, administrative functions and operations of a local government.*
Comprehensive knowledge of the Local Government Act, Community Charter, Freedom of Information and Protection of Privacy Actand other Provincial Acts concerning local government activities. Solid knowledge of the local government election process. Sound knowledge of the Microsoft office suite and other software program applications related to a local government environment. Considerable knowledge of the statutory role of the Corporate Officer and the ability to act for the Director of Corporate Services in their absence. General understanding of accounting and bookkeeping principles. Ability to effectively multi-task, work within tight deadlines and make decisions. Strong verbal and written communications skills and commitment to promoting teamwork. Ability to research and draft contract agreements, bylaws, and other reports. Ability to interact effectively, professionally and courteously with Council, staff, outside agencies and the general public in processing a variety of matters, including inquiries, complaints, etc. Ability to work with limited supervision in a position requiring a high degree of accuracy, efficiency, diplomacy and confidentiality.




Qualified candidates will possess:




University degree in Public or Business Administration. Minimum five (5) years' municipal experience with two (2) years' experience as the officer responsible for Corporate Administration. Completion of a local government certificate and experience in event or projects coordination will be considered an asset. Valid BC class 5 Driver's License, satisfactory driver's abstract, and Police Information Check. An equivalent combination of education, training and experience may be considered.




This position is an exempt position that offers an excellent benefit package including our commitment to ongoing training and competitive annual compensation of up to $108,077, prorated based on hours worked. The successful candidate must be willing and able to work flexible hours, including evenings and weekends, as required.
