A Department Manager (DM) provides operational direction to the Department and is the single person ultimately responsible for meeting the business plan objectives for the Department. Depending on the size of the Department, the DM can be supported by Team Leads. The DM reports to the Group Director.
Overall, the DM is responsible to manage the Department through leadership, performance management, resource management, financial management, business development and business planning while respecting MH policies and procedures, and business unit direction. The DM sets expectations and provides guidance and direction to staff in the Department. The DM will have strong business acumen and vision, excel at project management, be able to manage priorities and have excellent communication skills.
Technical Expectations:
Designs oversight, project management and business development.
Projects evaluation/viability, implementation/procurement strategy, engineering, expert input, management, and audits.
Leads and coordinates design teams for your region in conjunction with other corporate offices.
Prepares contract specifications by writing design specifications, preparation of reports, proposals, and other documentation for clients, review agencies, and the public.
Reviews work undertaken by technical staff to ensure that studies and projects are completed to a high degree of accuracy.
Project administration responsibilities including financial management.
Scope of Responsibilities:
1. People
Set expectations for staff performance.
Provide regular oversight and direction to team members.
Encourage staff to develop by mentoring them and offering them opportunities that will challenge them.
Evaluate staff performance.
Ensure, with the help of Team Leads, that meetings are held regularly with staff to advance their personal development including appropriate documentation through our Performance Development Review process.
Listen and respond to staff needs and handle staff conflicts with the assistance of HR.
Hire staff, promote staff, and deal with performance issues.
Orient new staff and existing staff in a new position.
Oversee junior staff activities (or ensure it is done through Team Leads).
Coordinate training requirements (technical, H&S, management, etc.).
Organize (and chair) meetings to discuss workload, H&S, operational issues, etc.
Assign staff to projects to maximize production and Department utilization.
Assign Project Manager to projects consistent with their ability and skills.
Assign reports to Team Leads and support Team Leads in their roles.
Provide insightful and enthusiastic leadership creating a positive attitude and building a supportive moral.
Encourage two-way communication within the group and conduct team building activities.
2. Financials
Monitor financial performance (NLM, Variance, AR, WIP) of all projects within the Department on an on-going basis and work with Team Leads and Project Managers to resolve issues (scope creep, lack of resources, etc.) as they arise.
Review revenue recognition of all Project Managers on a monthly basis, identify problems and take appropriate action to mitigate impact. This includes projects owned by other orgs where the department is a contributing working org to the project.
Review Department results on a monthly basis, and provide month end summary report to the Director.
Ensure efforts are taken to monitor and manage operating costs.
Work with Project Manager, client manager, Group Director, Director of Business Development and/or VP as appropriate to set fees for proposals.
Work with Director of Business Development and project/client managers to gain new business and maintain a healthy backlog.
Ensure balance of effort at Department level is achieved between Business Development, proposal writing, project delivery, technical development and other non-chargeable activities, to ensure long term financial success.
3. Business
Assist the team in meeting quality requirements and delivering to the quality expectations of the client (MHMS).
Ensure the staff in the Department are following MH H&S policies and procedures.
Provide guidance to staff on various MH policies and procedures.
Ensure business unit standards are maintained.
Prepare business plan by projecting net revenue, number of hires, productivity, expenses and profitability.
Identify possible capital expenditures.
Conduct regular strategy meetings (SWOT, market trends, gap analysis, competition, etc.).
Identify key objectives for the department, aligned with Business Unit overarching objectives, on a yearly basis.
Identify champions which will lead a specific market or service area locally and connect them with practice leads or service area manager as appropriate.
Analyze business risk and provide solutions.
Communicate shortage in workload or the need for additional staff resources.
Maximize benefit of non-production hours by advancing the development of improved tools.
Disseminate various communications to staff in the Department, including business plan objectives, strategic direction, change imperatives, etc.
Empower staff to grow the business through expanded client relationship and/or new line of work.
Provide leadership and assist Team Lead, Project Managers and other staff in the development of innovative solutions.
Encourage staff to network, present at conferences and write technical papers to promote MH visibility and technical preeminence.
Qualifications:
Bachelor\xe2\x80\x99s degree in Civil Engineering or equivalent.
Licensed Professional Engineer in Canada.
Minimum 15 years of experience in the municipal engineering sector or in a consulting engineering environment.
Experience in designing municipal and related infrastructure including rehabilitation and upgrading of existing of local roads, sidewalks, sewers and water mains.
Experience in construction and contract administration.
Prior experience liaising directly with local municipalities and other approval agencies.
Proven ability and a strong desire to develop new business and maintain existing business relationships.
Experience in leading teams of technical specialists and professional engineers.
Excellent presentation and writing skills.
Experience in municipal and environmental approval process infrastructure business.
