Job Description


On behalf of our client in Vancouver BC, Ignite Technical Resources is looking for a Data Strategy Consultant for a 6-months contract opportunity.

Role: The successful candidate will have expertise in supporting the formulation of strategic frameworks, an environmental scan of current state practices, gap analysis, capability maturity assessment, operating models, processes, procedures, and implementation roadmap related to Data Strategy in accordance with the principles of ownership, control, access and possession (OCAP).

Responsibilities:

  • Collaborates across business areas and with external partners, including First Nations stakeholders, to support strategies and deliverables.
  • Provides strategic input on complex initiatives, leads large enterprise projects, engages stakeholders, and aligns with senior leadership.
  • Manages cross-functional teams, develops plans, analyzes requirements, and facilitates initiative life cycles.
  • Monitors progress, resolves issues, anticipates risks, communicates effectively, and influences decision-making.
  • Develop frameworks for the Data Strategy including principles, pillars, and key elements
  • Work with Data and Digital Health Strategy Committee and Working Group to develop and manage a Work Plan
  • Conduct an environmental scan of current state practices, opportunities, and challenges
  • Conduct a gap analysis and a capability maturity assessment.
  • Engage with leadership, communities and health ecosystem partners to understand requirements, opportunities, and expectations
  • Evaluate tools and resource requirements to support the implementation of a 5 Year Roadmap
  • Provide ongoing interim governance to data initiatives
  • Provide ongoing reporting and escalation as needed
  • Based on the outcomes of the foregoing, provide recommendations related to organizational design related to data functions
  • Prepare presentations to support updates to Executive Strategy Team for advice and feedback
Qualifications:
  • A Bachelor\'s degree in a related discipline (Computer Science/Business/Health Informatics) or an equivalent combination of education and experience
  • 8+ years of experience in IT Project Management
  • Experience delivering projects involving Data Strategy, Data Governance, Data Management, and Data Operations
  • Proven supervisory and management experience
  • Proven experience in risk management and change management
  • Proven experience in creating project documents, such as project charter and project management plan, including preparation of briefing documents for the senior executives
  • Competency with MS Office (Word, Excel, PowerPoint, Outlook, Visio and SharePoint 2016
Nice-to-haves:
  • Experience in health sector with clinical informatics on Canadian Healthcare projects considered an asset
  • Certificate in Project Management Institute\'s (PMI) Project Management Professional (PMP) is an asset
  • LEADS Certification considered an asset
  • Agile Certification preferred:
  • Agile Certified Professional (ACP);
  • Disciplined Agile Scrum Master (DASM)
  • Scrum Alliance Certified Scrum Master (CSM)
  • ITIL Foundation Version 4.0 (or 3.0); certification considered an asset
