Choices for Youth (CFY) is a youth-focused professional service, non-profit charitable organization that creates space for conversations, operates youth programming and operates several social enterprises to support vulnerable youth secure stable housing, employment, and education while improving health and family stability. With a focus on prevention, intervention, and support, we help youth and their families break cycles of poverty and homelessness and transition to healthy, stable, and independent lives.



CFY proudly hosts the Becket, the Newfoundland and Labrador Integrated Youth Service (IYS) initiative, helping ensure youth and families across the province can access the right supports, in the right place, at the right time.



We are seeking one Data Steward to join our Becket Team. Becket is a provincial initiative that brings together youth, families, service providers, and community partners to co-design and deliver accessible, youth-centered mental health and wellness services across Newfoundland and Labrador.

Position Summary

As Becket is developed throughout the province, there is a national effort to develop a Learning Health System (LHS) via a pan-Canadian youth data platform, to share knowledge and data about experiences of youth across the country. CFY and its provincial initiative, Becket, are implementing the Learning Health System (LHS) for Newfoundland and Labrador by strengthening broader evaluation and data quality efforts across the network.



We are seeking to hire a Data Stewardto join our Becket team. The Data Steward will support Choices for Youth and Becket as well as the Memorial University based research team with the implementation and participation of this LHS, as well as other evaluation and data quality initiatives. Reporting to the Manager of Impact Measurement and Engagement, the successful candidate will work with the Becket team to develop and implement the various tools required to collect qualitative and quantitative data to support various projects. The Data steward will also work closely with CFY's Impact Measurement and Engagement team to ensure that our electronic medical record software, EMHware, is tailored to fit the data collection needs of the various projects.



The Data Steward will also connect with other provincial IYS Data Stewards and research partners from across Canada, to ensure the effective and ethical incorporation, use, and management of data initiatives, reports and research projects.

ROLES & RESPONSIBILITIES

Participate in the Becket Data Platform's Data Steward Community of Practice, to inform the development of data governance frameworks for the Becket Data Platform and for relevant use cases. Support the implementation of the Becket Data Platform by helping to identify use cases that are relevant to the youth, families, and communities that Becket serves. Engage with national Becket networks to share learnings, contribute to standardization efforts, and support pan-Canadian knowledge mobilization. Work with CFY/Becket leadership team, staff, and youth and families to co-develop data policies and protocols that respect rights, values, and cultural protocols. Liaise with legal and privacy content experts to ensure that all data practices are compliant with relevant legislation and regulations governing management of health research data and personal health information. Champion and implement data governance frameworks, particularly OCAP (Ownership, Control, Access, and Possession) and EGAP (Engagement, Governance, Access, and Protection), into r data lifecycle from collection to decommissioning. Ensure that all data management and related research practices reflect Indigenous data sovereignty principles as defined by the Indigenous communities of NL, such as OCAP and CARE Principles, as well as anti-oppressive practices. Support the development and/or enhancement of CFY/Becket's data management infrastructure and capacity, including digital platforms, data sources, data collection practices, data quality guidelines, and reporting mechanisms, in accordance with the needs of the youth and communities. Work with the CFY/Becket internal leadership team and with members of the Becket Data Platform governance tables, identify opportunities to align Becket's data management practices with other Becket Networks, as appropriate and feasible. Develop and implement strategies to ensure youth and family voices are meaningfully incorporated in data collection, analysis, and interpretation. Support processes to harmonize data across different data sets that are aligned with Becket, ensuring culturally relevant approaches are in collaboration with youth, family members, service providers and other academics and including First Nations, Innu, Inuit, and Metis partners, and partners from other specific identity, cultural or intersectional populations. Support clear communication with internal and external partners about Becket's data governance framework, data structures, standards for data organization, and quality. Ensure development and use of appropriate mechanisms to measure and evaluate performance, processes, and outcomes related to data curation and management. Conduct exploratory analyses of Becket data assets to identify trends and insights that inform improvements to service delivery. Manage internal and external requests for Becket data in accordance with Becket's data governance framework.

QUALIFICATIONS AND EXPERIENCE

Post-secondary degree in computer science, information science, bioinformatics, community development, public health, psychology, business or a related field; or equivalent combination of education and experience 2-3 years' experience in data architecture/engineering, and/or analysis 3+ years of experience using data visualization technologies like Power BI, Tableau, or others Strong knowledge of data management across the data lifecycle, including creating, processing, analysis, preservation, access, and reuse of data Strong knowledge of data engineering systems, data models, and data structure Strong communication, facilitation, and relationship-building skills Excellent writing, research, and reporting abilities Understanding of participatory and youth-engaged research methods Proficiency with Microsoft Office Suite and digital collaboration tools (Teams, Zoom, etc.) Ability to travel within Newfoundland and Labrador

Data Engineering

Coordinate end-to-end data transformations and data transfer pipelines Identify data dependencies in support of delivery, release, and change management processes while maintaining long-term data reusability Write optimized Python and SQL scripts for data processing and automation Collaborate with knowledge engineering teams to refine semantic models and schemas Implement and manage test data strategies, including data masking and the creation of reusable test data repositories.

COMPENSATION

The salary for this position will be $65,048.26 - $72,770.88 annually. CFY offers a competitive compensation package, including: a health and dental program, employer-matched RRSP and four weeks' vacation to qualifying employees.

WORK HOURS

Regular hours of work for this position are Monday to Friday (35 hours per week). Flexibility in work hours may be required to accommodate higher work volumes and organizational requirements. Hours worked more than regular hours will be accounted for in accordance with the overtime provisions of the Personnel, Policy, and Procedure Manual of CFY and the Labour Standards Act NL. The Impact Measurement and Engagement team supports a hybrid work environment.
