Specific Position Information:

Hours per week and Schedule of Work (Hours and Schedule of work are subject to change in accordance with Article 19):




35 hours per week. Evenings and Saturdays required.


Plus seven [7] variable hours.


JOB SUMMARY:



The Lead is responsible for supporting the Manager in delivering one or more project/program/operational plans. The Lead is also responsible for oversight of the delivery of the services to ensure value is being delivered and that there is a focus on continual improvement. As part of this role, the Lead acts as a subject matter expert and may take on more complex work in developing plans and deliverables, deploying resources, and interacting with key internal partners. Subject matter expertise includes technical and procedural expertise for data architecture and data lake management (including, but not limited to database optimization, testing, loading and reporting) and business intelligence applications (for acquiring, storing, analyzing, and providing access to information).





DUTIES:



Under the general direction of the designated supervisor, and working within a team structure, this position is responsible for:


Accountability for the development and maintenance of one of TPL's data lake platforms Strategic application of various data models for implementation of a data lake, with associated data marts, data stores and metadata Leading the development of data lake standards, technical architecture, design, development and testing Planning the administration of the data lake to ensure optimal performance, scalability, flexibility and reliability in extraction, storage and reporting Coordinating the development and implementation of surrounding toolset integration for reporting and other purposes Ensuring high levels of data availability and compliance with the TPL's data analytics program Planning, scheduling and executing on Data Hub deliverables for enterprise-wide projects with the Enterprise Project Management Office and other ITS teams Planning and leading operational data lake projects using best practices to ensure consistent, high quality and availability of enterprise data Designing and implementing redundant systems, policies, and procedures for data archiving to ensure effective protection and integrity of data assets Evaluating, recommending and selecting data lake components, includingdatabase management systems, ETL (extract, transform, load) software, data mining tools, and meta data management tools Enabling automation of extract, transform and load (ETL) processes which feed into data lake Monitoring and reporting the performance of Data Hub components against KPIs and take pre-emptive measures to minimize interruptions Identifying opportunities and recommending and developing solutions for improving the overall Data Hub health Responsible for continuing and enhancing a high degree of availability of the Data Hub to provide business intelligence and advanced analytics. Developing and optimizing the throughput of the data pipeline including pulling data from APIs (both REST and SOAP) Owning the data schemas and ensuring that they are fit for use with business rules and analysis needs, working closely and cooperatively with a variety of users from all levels to provide a high level of service to the organization Creating and applying strategy concerning the Data Hub data pipeline and storage, both at the detail level as well as from a 'big picture' perspective Programming, scripting (e.g. SQL, PowerShell, Python, C#, Power Query) and DAX expressions Supporting data privacy practices by applying an understanding of data de-identification and security rules and roles Implementing asset management practices to enable accurate account of technology, lifecycle costs, and risks in order to support strategic decision-making and optimize spending and lifecycle management Directing staff including setting performance standards and providing verbal input to performance appraisals Participating in various committees and project teams to ensure alignment of technical implementation with business current and future needs Supporting current operations as well as new projects by creating process documentation, such as user manuals Discovering and documenting data usage and requirements across multiple stakeholder groups Informing the development, maintenance, and evolution of technical roadmaps Producing service level reports and analysis Performing other duties as assigned




QUALIFICATIONS:




Completed post-secondary education in the field of Information Technology Ten (10) years' related experience or an equivalent combination of education, training and experience More than five (5) years of related experience in a data-related IT leadership role, such as team lead Demonstrated experience in implementation and tuning of data lake platforms (e.g. data lake design, query tuning and optimization, and data migration and integration) Experience in relational database design using MS SQL Server, MySQL Proven experience with Power BI, including data modeling, report development, and governance in an enterprise environment Hands-on expertise with Microsoft Fabric Semantic Models, with the ability to design scalable, well-structured data foundations for analytics Experience with data architecting, data mining, data modeling, and business requirements gathering and analysis Experience with data security, data governance, or master data management (MDM) is an asset Experience in designing business intelligence systems, dashboard reporting, and analytical reporting is an asset Proficiency in developing and optimizing data pipelines using Databricks, including PySpark or SQL for large-scale data processing. Experience with data management and governance tools such as Databricks Unity Catalog preferred Proven ability to lead and to supervise staff Excellent oral and written communication skills, able to effectively communicate technical concepts to non-technical people. Proven ability to think conceptually, understand the big picture and convey clearly to others Demonstrated ability to solve complex problems and develop innovative solutions Strong interpersonal skills, with experience developing and fostering teamwork and facilitating team dynamics. Ability to establish and maintain effective working relationships at all levels
