Job Description


OverviewThe incumbent of this position reports to the Manager, Police Services and the Criminal Intelligence Analyst supervisor. The incumbent conducts specialized research work involving the application of research techniques to support criminal investigative activities and the formulation and implementation of departmental policies. Work is completed under limited supervision and considerable independence of judgment and action is exercised within established policies and procedures.Examples of key responsibilities include, but are not limited to:

  • Collects, assembles, analyzes and interprets a wide variety of investigative and intelligence data within multiple internal and external systems to support ongoing investigations within Richmond Detachment.
  • Compiles information, analyzes findings, makes interpretations, and writes comprehensive reports based on data; use these findings to identify information gaps and future collection requirements.
  • Develops statistical data resources to assist in proactive and targeted investigations, preventative enforcement, and identification of crime patterns, trends and criminal organizations, and identification of known and repeat offenders.
  • Prepares suspect and victim profiles, suspect lists, maps and other graphic representations of criminal activity.
  • Develops and maintains comprehensive records.
  • Establishes and maintains working relationships with regular members, City employees, other Detachments and outside agencies.
  • Assists in the design and planning of projects relative to specific developments or detailed investigations, and determines which research methodologies are to be utilized for each project.
  • Participates on project teams to monitor and identify the nature and scope of emerging and persistent crime problems/trends, socio-economic or demographic facts related to the problem and assess the probability of future crime problems/trends.
  • Delivers presentations, briefings, statistical analysis, and situation reports on crime trends and related matters.
  • Provides training to RCMP members and City staff on methods and techniques of compilation of data.
  • Performs related duties as required by a supervisor.
Knowledge, Skills & Abilities
  • High-level understanding of protected and classified information standards, dissemination rules, storage requirements, encryption and related issues.
  • Knowledge on current literature on research methodology and police issues, and make appropriate recommendations for improvements in analysis practices.
  • Ability to conduct research on crime analysis/intelligence analysis topics, and compose clear, concise reports for police officers, Senior Management, and City Council.
  • Ability to prepare and present complex and detailed statistical/analytical and research reports/information using principles and practices of professional and technical report writing.
  • Ability to use relational databases, electronic spreadsheets, desktop publishing, word processing, and statistical applications to manipulate, analyze, and present data.
  • Ability to effectively multi task, work well under pressure and deal with stressful situations with professionalism.
  • Proficiency in Word, Excel, Access, PowerPoint, Adobe, ArcGIS, i2 Analyst\xe2\x80\x99s Notebook, iBase, PRIME, CPIC, NCDB, ACIIS, JUSTIN, and other systems.
  • Proficiency in the Police Records Information Management Environment (PRIME) and the ability to efficiently and effectively learn other restricted database applications.
  • Knowledge of research, statistical and analytical principles, practices, procedures, methods and techniques.
  • Knowledge of applicable databases and information systems.
  • Knowledge of relevant computer office applications and software.
  • Knowledge of the RCMP and Richmond Detachment\xe2\x80\x99s operation, policies and procedures.
  • Knowledge of the criminal justice system and its components as related to the work performed.
  • Ability to provide statistical data and crime analysis services.
  • Ability to provide recommendations in regards to policies, procedures and operations.
  • Ability to provide training to members, staff and external agencies.
  • Ability to provide court testimony as required.
  • Ability to stay abreast of developments in the field of crime analysis.
  • Ability to deal with stressful situations and work under pressure of deadlines.
  • Ability to communicate effectively verbally and in writing.
  • Ability to exercise independence of judgment in performing the duties of the position.
  • Ability to work under minimal supervision.
  • Ability to work in a group setting as part of a team.

  • Ability to successfully obtain and maintain an Enhanced RCMP Security Clearance.
Qualifications and Experience
  • Bachelor\'s degree in a related field of study plus the successful completion of the Richmond Crime Analysis Exam.
  • A Master\'s degree in Criminology, Forensic Science or a job related field of study, supplemented with course work specific to Crime and Intelligence Analysis.
  • A minimum of 2 (two) years of related work experience.
  • An equivalent combination of related education, training and experience may be considered.
