Bechtel is appointed as the Delivery Partner, supporting our customer Metrolinx as part of an integrated team, to help deliver the signature Ontario Line Subway Project, a transformational transit project for the Greater Toronto Area. The multi-billion-dollar project scope includes the design, build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two Public/Private Partnership (P3) Contractors, two Progressive Design Build Contractors and multiple advanced/early works contractors.

The Cost Lead is responsible for directing the cost analysis/control activities for the Project. Will identify, analyze, and provide innovative solutions to cost problems, including detailed trend analysis for the project and lead the cost control within the work packages. Supports and promotes improvement measures and implementation of recommendations. Supports organizational and administrative activities related to the Project costs and performance metrics. #LI-ML1
Major Responsibilities:

Provide guidance, training and coaching to junior and mid-grade cost and project controls analyst with multiple backgrounds and experience. Conducts personnel performance reviews and career counseling. Interviews candidates for employment and makes recommendations for employment decisions.
Interfaces with designated Delivery Partner and Metrolinx management for specific cost presentations. Summarize and present cost engineering principles that reach appropriate conclusions and implement cost containment plans.
Organize, reconcile and participate in the recommendation of team actions for closeout of large to mid-size subcontracts, interfacing with Accounting/Finance, Subcontracts and Cost/Project Controls data.
Reviews project work activities to ensure support of project milestones. Coordinates and establishes scoping requirements for the overall cost estimate by discipline or other specialty, and coordinates the timely, systematic, and complete acquisition of scope definition and related data.
Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to the level of confidence and identification of areas of risk.
Interprets and executes policy, objectives, and standards applicable to cost control and cost analysis activities.
Directs cost analysis and problem-solving activities and develops and executes policy objectives and standards applicable to cost analysis activities.
Maintains and drives the implementation of the Ontario Line Trend Program with a standardized approach across the project.
Develops and updates the OL integrated project staffing plan.
Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements. Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and ability to analyze measurement systems to identify bias, repeatability, and stability issues.
Education and Experience Requirements:

Requires bachelor's degree degree in Engineering, Construction Management or related field required (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
Minimum of 10 years of related work experience in project controls with an emphasis on managing overall project costs required.
Experience and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis, in the field and the home office. Experience and demonstrated skill in establishing criteria for Project Controls activities.
Experience on a large lump sum, EPC, projects in a lead cost capacity or deputy lead cost role. Rail works, large civil project experience a plus.
Previous delivery partner experience.
Required Knowledge and Skills:

Statistical knowledge of regression analysis of variance estimation and correlation, with an advanced understanding of how to apply real-world applications of statistical theory.
Skilled in providing direction, personnel administration, and training of technical and non-technical personnel.
Demonstrated skill in identifying, analyzing, and solving problems.
Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.
Knowledge of current industry and technical developments.
Must be able to independently provide guidance, training and coaching to junior and mid-grade cost engineers with multiple backgrounds and experience.
Must have excellent communications and presentation skills to combine sound analytical cost engineering principles with the ability to summarize, reach appropriate conclusions, and implement cost containment plans.
Proficient in EPC Works and or EcoSys preferred.
