Do you have expertise and a passion for emergency management planning, and organizational health and safety? In this role, you could be the lead person who provides expert advice on emergency management, physical security, contingency planning including continuity of operations, and support for a healthy and safe work environments so all can thrive. You will play a key part in developing materials and coordinating communications and training initiatives that strengthen prevention, planning and learning on emergency preparedness across the organization.
Emergency Management work in Ontario is expanding to make the province a leader in emergency preparedness, and to keep people safe and protected by coordinating efforts to prepare for emergencies and respond to them, when they happen.
About our Branch
The
Human Resources Strategies Branch
provides integrated human resources strategies and solutions to optimize organizational effectiveness for both ministries, Ministry of Municipal Affairs and Housing (MMAH) and Ministry of Rural Affairs (MRA). The branch supports ministry change management activities and leads succession planning and talent management initiatives to build organizational and leadership capacity. It supports initiatives aimed at achieving a culture of diversity, inclusion and anti-racism as well as improving employee engagement and the employee experience. The branch is also the lead for the ministry's Emergency Management Program, which includes continuity of operations planning activities, physical security, labour disruption contingency planning, health and safety and first aid programs.

About the job

In this role, you will:
Analyze emergency management and contingency planning programs; support risk and impact assessment to identify critical services, dependencies, and security vulnerabilities; recommend strategies to support preparedness, positive engagement and organizational readiness.
Conduct research and evaluations on emergency plans, security strategies, and policy frameworks to inform decision-making.
Provide expert advice to managers and partners on a range of emergency management topics and ensure consistent application of corporate policies.
Prepare briefing materials, reports, and communications for senior leadership and stakeholders; monitor and respond to emerging issues.
Develop and maintain contingency planning tools, databases, and training materials; coordinate training and deliver sessions across ministries.
Assist with physical security measures such as access control (e.g., floor access, visitor management) and cyber security awareness related to system access and data protection.
Lead cross-ministry projects with significant operational impact.
Build partnerships and represent the branch on committees and task forces.
