Position Summary
In an environment that supports continuous improvement, and under the general direction of the Manager, Property Revenue Services, this position manages and is accountable for the activities of property tax and water collections, enforcement and special projects. This includes collections staff who provide front-line service to customers with delinquent accounts and collection issues. Responsibilities include policy and procedure development, responding to complex and technical inquiries and business system and computerized system utilization and maintenance. This position is responsible for a broad scope of work requiring a high degree of independent judgment and discretion, complex problem solving and broad professional knowledge and experience. Duties & Responsibilities
Manages all human resources related activities within the tax & Utilities collections area, including strategic resourcing, all aspects of employee relations, performance management including individual work plans, recruitment and selection, and progressive discipline management.
Ensures professional growth and development of the collection area staff through identification of both technical and transferable training needs, ensuring technical skills are kept current with changing requirements.
Represents management at step one grievance proceedings and attempts to resolve union related issues at the assigned level of responsibility.
Ensures that the rules and regulations of the Provincial Occupational Health and Safety Act are adhered to in the work area.
Participates as a member of the branch\'s management team in the setting of long- and short-term business plans, budgets, policies and staffing decisions.
Develops, implements and participates in the analysis of existing workflow processes, develops the required policy and procedure documentation, and recommends solutions to meet business needs.
Designs, develops and implements various customer communication tools, documents, and notifications.
Develops and applies appropriate performance measures to ensure that collections efforts are effectively targeted and in line with the branch business plan and corporate goals.
Prepares reports and information related to collections activities, including field activities and various collection statistics for both external agencies and internal collection activities.
Ensures that within the scope of the collections area the requirements of provincial or federal legislation, City Council\'s by-laws, policies, practices and processes adopted by the City of Regina are complied with by staff.
Acts as liaison with key stakeholders, including lawyers, collection agencies, other government agencies, and other civic departments.
Handles complex and highly technical inquiries relating to collecting tax and utility account arrears including handling escalated calls.
Acts as liaison with the Legal Department on issues which have the potential to become legal issues for the City of Regina.
Develops and maintains effective and extensive partnerships, professional memberships and networks within the area of professional expertise to ensure that the City of Regina is represented and contributes to broad professional goals and development; keeps abreast of changes in the profession to ensure value is added to the work of the department.
Ensures that information is handled in a confidential manner and in according with legislation.
Prepares reports and documents for the Executive Leadership Team and Council
Act as the Manager, Property Revenue Services, as required.
Performs related duties as required. Knowledge, Skills & Abilities
Knowledge of statutes and bylaws that govern the business area.
Knowledge of computerized billing systems, preferably in a taxation and utility billing environment.
Ability to improve work processes through the effective application of technology.
Ability to effectively motivate and lead staff.
Ability to communicate effectively both orally and in writing, demonstrating tact and diplomacy in order to establish effective working relationships with external and internal stakeholders as necessitated by work assignments.
Ability to work independently demonstrating sound judgement and initiative to establish priorities and make decisions in accordance with established policies and procedures while taking into consideration the details and complexities of the issues and the need for results.
Skill in organizing and delegating assigned activities to ensure functions are efficiently and effectively carried out. Education & Experience
The knowledge, skills and ability are obtained through the completion of an University degree in Business Administration, or a two (2) year diploma in Business Administration from a recognized post-secondary institution along with one (1) to three (3) years of related experience in a progressively responsible supervisory position.
A minimum of three (3) years of direct collections experience is required. In addition, the equivalent of the Collection Institute of Canada Credit Basics certification is preferred. Working/Other Conditions
Must have the means to travel within the City.
