Located at remote overseas theatres (ex. Kuwait or Latvia), the incumbent will be responsible for managing and coordinating multiple construction, consultant, services and goods contracts, while liaising and coordinating activities with external stakeholders such as the local industry, other government contractors and local communities. Working with the Canadian Forces in deployed situations, it is critical to for the incumbent to have strong judgment, communication and decision-making skills.



The incumbent is expected to do two approximate 4-month rotations per year at any deployed location. Working hours are eight hours per day and seven days a week while on deployment. Access to the sites is either by CAF service flight or commercial flight.

The Coordinator, Deployed Operations, manages and administers medium-complexity construction, professional services, facility maintenance, environmental services and service contracts, ensuring they comply with contract requirements in a deployed environment. The incumbent engages in daily discussions and negotiations with contractors and the Client Partners about work quality, interpretation of contract documents, scope changes, progress claim reviews and other matters. The incumbent addresses contract management risks within delegated authority, complies with service line requirements and collaborates with other site teams and various service lines. The Coordinator may also provide project management, real property management and/or environmental services to support routine to medium complexity infrastructure and environmental projects in a deployed environment. The incumbent may undertake research, conduct studies and assessments, draft documents related to project initiation, development, definition and implementation, generate statements of operational requirements and prepare business cases. The incumbent acts as a technical specialist in their area of expertise.

Manage and administer contracts to ensure they comply with contractual requirements and quality specifications in a deployed environment Coordinate and solve day-to-day contractual problems Monitor and control project schedules Liaise with Client-Partner representatives (e.g. on contract-related problems and risks) Maintain site activity records (e.g. photos, activity reports), as required Liaise with site teams and other service lines, as required Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders Ensure quality standards are met, in line with corporate and Client-Partner expectations

Formal Education and/or Certification(s) and Experience



Minimum:

college diploma in engineering, applied science, facility/property management or related field with approximately four years' relevant experience, or the equivalent

Preferred:

certification in engineering technology, real property or facility management (Civil Engineering or Construction Engineering Technician; Certified Engineering Technologist), university degree in one of the above fields with additional training in project management and eligibility for certification as a professional planner if working in a planning role (Registered Professional Planner, Real Property Management, Facilities Management Administrator)

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.


DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information.
