HIRING SALARY RANGE: $84,403.00 - $94,954.00 per annum

MAXIMUM OF SALARY RANGE: $105,504.00 per annum

AREA OF RESPONSIBILITY:

Reports to the Manager, Center of Excellence & Capital Compliance, Supports project management maturity through researching, developing, and implementing frameworks, standards, processes, performance measures, systems, and templates. The incumbent will champion knowledge sharing amongst departments and divisions to aid in the successful delivery of capital projects, while also aiding the City of Brampton in improving as a learning organization. The Coordinator will perform compliance reviews of capital projects to ensure performance is on-track to realize expected benefits.

Key Duties and Responsibilities:

Program/Project Management

  • Contribute to the achievement of the CECC mandate to: 1) increase organizational project management maturity through standardization and better knowledge sharing; 2) provide support to project teams to achieve successful outcomes; and 3) provide tracking and oversight for the successful implementation of capital projects.
  • Research, develop, implement, and maintain program/project management frameworks, standards, procedures, guidelines, systems, and templates.
  • Develop portfolio, program, and/or project dashboards, ensure regular and consistent reporting occurs, and provide analysis and updates on reports.
  • Advocate for project management best practices and enable thoughtful engagement and information sharing between stakeholders.
  • Ensure the alignment of corporate resources with strategic objectives and recommend/implement performance measures and quality assurance/control/compliance activities for monitoring capital project delivery.
  • Keep abreast of current research and trends to incorporate leading edge project management practices.
Stakeholder Relationship Management
  • Document, analyze, and communicate with stakeholders.
  • Act as a key contact that provides support and consulting advice to capital project teams.
  • Initiate and manage relationships with cross-functional departments, teams and management to promote and build confidence in the value of CECC services.
  • Serve as a point of contact for problem resolution with stakeholders related to project planning, development, implementation, and closeout.
  • Develop and maintain training materials and conduct training to guide project teams in applying project management best practices.
  • Escalate issues to the Manager, CECC to ensure prompt resolution/action.
Process Improvement and Change Management
  • Perform and/or coordinate the planning, monitoring, analysis, evaluation and continuous improvement of program and project management processes.
  • Gather stakeholder requirements, pain points, challenges, and improvement opportunities when improving processes.
  • Gain approval and implement process improvements, monitoring changes to ensure benefits are realized.
  • Support leaders and their teams in the successful implementation of change through the provision of best practice interventions. Consult with all levels of management and staff to help identify the human impact of business and process change.
  • Communicate changes to stakeholders, provide training, and proactively manage resistance to changes.
Communication and Reporting
  • Develop and maintain workplans and schedules, and coordinate meetings and workshops.
  • Review, analyze, research, and develop memos, briefing notes, budgetary records, presentations, meeting agendas, business cases, project reports and staff reports, and presents recommendations to management.
  • Attend meetings and record and distribute meeting minutes.
  • Coordinate the procurement and assignment of consultant resources where necessary to fulfil CECC demands.
  • Maintain knowledge of collective agreements, City policies and practices, legislation, regulations and Standard Operating Procedures (SOPs).
Apply effective resource and expense management at all times to meet corporate policies and guidelines.

SELECTION CRITERIA:

EDUCATION:
  • University degree in Business/Public Administration, Operations Management, Engineering or related discipline.
  • CAPM (Certified Associate in Project Management) or PMP (Project Management Professional) designation is required, with a PMP preferred.
  • An MBA or MPA is an asset.
REQUIRED EXPERIENCE:
  • 3 \xe2\x80\x93 5 years of experience in project management, preferably including managing digital records, preparing and analyzing budgets, prioritizing projects, reporting project status/compliance, developing dashboards, tracking and reporting risks and issues, and/or extracting, storing, and sharing lessons learned.
  • Demonstrated experience preparing and maintaining project management artifacts such as business cases, feasibility studies, project charters, checklists, scope documents, work breakdown structures (WBS) and dictionaries, risk and issue management plans, risk registers, issue, change, action, and decision logs, project schedules and budgets, and duration and cost estimations using a standardized methodology, such as the Project Management Body of Knowledge (PMBOK) or American Association of Cost Engineering (AACE).
  • Demonstrated ability to evaluate and report compliance of capital project performance throughout the project lifecycle. Experience with Project Stage Gating would be an asset.
  • Experience in evaluating, analyzing, recommending, and implementing process improvements that are aligned with corporate strategic objectives.
  • Knowledge of research methods and techniques combined with an aptitude for carrying out procedural and gap analyses and developing proposals for action plans.
  • Experience in a Project Management Office (PMO), preferably at the enterprise level, or Centre of Excellence (CoE) developing, establishing, and maintaining policies, frameworks, standards, procedures, systems, and templates related to portfolio, program, and/or project management would be an asset.
  • Able to develop change management strategies and apply change management techniques, including training staff, to successfully implement changes within an organization would be an asset.
OTHER SKILLS AND ASSETS:
  • Sound judgement; excellent administrative, investigative, analytical and problem-solving abilities; superior verbal and written communication skills; and strong interpersonal, influencing, time management, consensus building, and presentation skills.
  • Strong PC skills in relevant applications, such as MS Project, Word, Excel, PowerPoint, Outlook, Visio, SharePoint, etc.
  • May need to be available during non-standard business hours during project implementations.
