Salary: $150,000 - $160,000
The Opportunity:
The Contractor Services, Field Coordinator position is the primary liaison between the Contractor Services Team and the contractors working in the refinery. The selected individual will provide guidance to contractors and engineering regarding safe execution, design and constructability reviews, execution best practices, and materials handling.
Responsibilities:
• Stewards the Contractor Health Safety Environment Management process by acting as a contract owner for assigned contractor groups.
• Holds contractors accountable for safety, quality, and efficient work commitments.
• Supports investigating contractor incidents (loss / near loss).
• Assists in approving Long Form Job Safety Analysis for specific activities that are identified as high risk.
• Audits contractor's safety meetings and inspects their equipment and work procedures to ensure compliance with refinery instructions and safe work practices.
• Ensures all project and maintenance field work is planned and executed safely.
• Supports and participates in the contractor qualification and selection process during requests for proposals. (RFP)
• Ensures all field work is high quality and meets our engineering specifications.
• Reviews the contractor ITPs to ensure they align with field execution planning.
• Provides engineering design recommendations based on industry knowledge and site experience. (IFR)
• Facilitates execution planning (Design and Constructability) and risk mitigation sessions.
• Facilitates execution meetings with contract and PRBC stakeholders and communicates progress, risks, and deliverables.
• Acts as primary schedule driver for field execution while looking to improve efficiencies and refinery processes.
• Manages daily field work activities and assists contractors as needed to coordinate work activities utilizing Refinery instructions, Safe Work Practices, & Safe Work Permits.
• Approves FCN's and comments on RFI's as described within the change management process.
• Supports the Project Managers in effective project controls by regularly reporting work progress using defined productivity measurements.
• Participates in the schedule development for field work holding all resources accountable for their commitments.
• Coordinates control and delivery of company supplied project equipment and materials.
• Participates in Refinery Instruction development and revisions.
Requirements:
• Minimum 10 years in the refining industry. Preference will be given to candidates with 5 years in a supervisor or leadership type position.
• Ability to resolve issues independently and follow through with the resolutions.
• Overall knowledge of refinery procedures, environmental procedures and permitting requirements.
• Skilled in utilizing elements of leadership to foster teamwork and productive relationships among those engaged in or contributing to construction activities.
• Ability to provide contractor guidance on design documents and execution plans.
• Prior project, construction, and maintenance experience with the ability to use this experience to understand and verify productivity measurements.
• Understands the value in constructability review sessions and the importance of full participation from the responsible stakeholders.
• Ability to make ethical business decisions which balance safety, cost, schedule, and operating needs to the benefit business objectives.
