Job Description



Does the idea of being a functionally reporting to a Supply Chain Supervisor interest you? The Contract Supervisor provides leadership and oversight related to contract management activities covering a potential wide range of scopes, complexity and risk. They will be functionally reporting to the Supply Chain Manager. The incumbent must be versed in both pre and post contract management activities. The incumbent acts as a liaison and primary interface accountable for assigning and overseeing the Contract Administrators\xe2\x80\x99 workloads, while balancing relevant corporate and functional requirements, and governance with the delivery needs and priorities of the projects or missions. The Contract Supervisor may be responsible for administering multiple contracts commensurate with high value, complexity and risk. The Contract Supervisor is responsible for managing the contractual obligations and relationships between CNL and Contractors/Suppliers, to ensure adherence of both parties to all aspects of the contract agreement.
What will you be doing!

  • Leading a team of Contract Administrators in the execution of contract management activities, covering a potential wide range of contract types, values, risks and complexity.
  • Ensuring that there is appropriate resource capability and capacity within their team, inclusive of planning and resource allocation to contracts commensurate to the risk, value and complexity.
  • Participating in the interviewing/hiring process to ensure resources selected have the relevant capabilities and competencies required to perform the work.
  • Promoting and ensuring a customer service orientated approach to delivery requirements with recognition of relevant constraints, timelines and budgets.
  • Managing, facilitating, conducting, and supporting the overall contract management requirements undertaken by their team, in accordance with Supply Chain processes, procedures, tools and other relevant CNL Policies/guidelines.
  • Enforcing the development and effective implementation of Contract Execution Plans, to ensure appropriate team and Stakeholders are identified and engaged.
  • Developing or supporting the development of appropriate Category Management Plans alongside Contract Officers, Contract Administrators and Contract Managers.
  • Receiving, assessing and responding to Internal Customer and Supplier/Contractor clarifications, complaints, challenges and disputes, and escalates as required.
  • Providing oversight and supporting in the development of negotiation strategies, and supports the negotiation and resolution of relevant commercial/contractual issues (i.e., contract changes, disputes, claims etc.), relationship management, administration and performance management/oversight, including appropriate financial, change and risk management.
  • Ensuring appropriate contract records are completed, filed and maintained within the appropriate filing protocols.
  • Performing file audits within their contract administration team to ensure compliance with Supply Chain processes, procedures and tools.
  • Providing authoritative professional advice and support to Internal Customers through the management of contracts and relationships with Contractors/Suppliers.
  • Liaising and working with other functional groups including Legal, Quality Assurance, Safety, and Finance, as required throughout the contract execution lifecycle.
  • Reviewing/authorizing contract documentation and commitments, in accordance with Supply Chain Assurance and Delegations.
  • Working with and seeking appropriate advice from CNL Legal on contract amendments, determining contract risks, potential resolutions/disputes, and claims.
  • Enforcing a proportional performance management approach to individual contracts, consistent with the contract requirements, including but not limited to monitoring of contract cost, schedule, quality, and technical performance, as well as the implementation of CNL Contractor Performance Scorecards, as applicable.
  • Seeking and implementing opportunities for continuous improvement within the Supply Chain Function and contributes to functional initiatives.
  • Ensuring effective ongoing communication and reporting to Internal Customers and Supply Chain functions as required, including progress and performance against schedule/targets, and other measures which may have been agreed.
  • Identifying and recommends improvements to moderately complex processes that affect own area and others/Internal Customers; implements improvements to processes in own and related areas, and works with Internal Customers to implement.
  • Ensuring effective change management documentation is issued to address any scope, schedule or cost implications, and includes appropriate supporting documentation and rationale. Inclusive of tracking and reporting contractual changes, cost savings and avoidance.
  • Other duties as assigned by your manager.

What we are looking for:
  • Demonstrated understanding of contract terminology and contract interpretation, contract strategies, pricing models (e.g., Fixed Price, Unit, Time and Material (T&M), Target Cost, etc.) and various contract risks and liabilities.
  • Knowledge and experience with a variety of Quality Assurance programs.
  • Understanding of Financial (cost) management and Accounting practices.
  • Knowledge of Nuclear Quality Assurance programs is considered an asset.
  • Demonstrated knowledge and understanding of contract management, contract law, procurement practices/processes and tasks, with emphasis on complex procurements where the participation of technical experts is required (e.g., technical experts, legal, quality assurance, etc.).
  • Formal training and/or demonstrated experience in customer service, relationship management, negotiations, and/or conflict, claims and dispute resolution.
  • Experience in a highly regulated or nuclear environment would be an asset.
  • Technical background or demonstrated understanding of design/construction contracts would be an asset.
  • Post-secondary education in Business Administration, Law, Accounting, Finance, Supply Chain Management, Engineering and/or Contract Administration, with 10+ years of pertinent experience or equivalent experience with projects and/or construction projects.
  • Designation holder or enrolment in the Certified Supply Chain Management Professional (CSCMP) certification or enrolment in a relevant contract administration/management program (e.g., Certified Professional in Supply Management (CPSM)), is considered an asset.
  • Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom.
