Contract Services Coordinator - Facilities DCAM
As a key resource in the Facilities - Design, Construction and Asset Management (DCAM) Division, the incumbent is responsible for the collection, organization and analysis of all financial data associated with assigned capital projects in the Facilities - DCAM Division. Reporting to the Supervisor, Contract Admin Support Services, the incumbent will:
Coordinate and execute all the financial aspects of awarded construction contracts and professional services agreements in accordance with Regional policies and adhering to all legislation by analyzing the contract document to develop the master Payment Certificate
Utilize various modules and reports/query functionality in the Financial Information Management System (FIMS) to assist with research, compilation, analysis and verification of financial information
Complete requisitions with accurate and valid FIMS Chart fields
Prepare progress payment certificates and contract milestone certificates
Coordinate the advancement of the project from budget approval to tender award by confirming that the financing and costing proposal has received a final approval from Council and Finance
Review and confirm the project objectives, constraints and scheduling with the Project Manager as well as review the project budget and prepare the Project Status Report (PSR) to ensure financial data is accurate, complete and organized; investigate and report on monthly variances by updating the PSR
Provide advice to project staff with respect to bid price breakdowns required in tenders to facilitate award based on project financing sources
Coordinate the development of consulting agreements and review for completeness and accuracy
Support the Project Managers and Technicians to facilitate the consistent and accurate administration of contracts and professional service agreements for effective and efficient project delivery by ensuring conformance to the contractual requirements and escalating issues as required
Prepare appropriate documentation for contract changes for Contractors and Consultants throughout the contract duration
Provide financial analysis of project budgets to support Committee report development, tracking variances and to comply with the Region's Budget Management Policy
Support the development of budget forecasts for capital program delivery through working knowledge of budgeting requirements and strategies by reviewing prior year budget submission information and incorporate current project information to compile preliminary budget forecast information for the purposes of prioritization and portfolio discussions
Coordinate the submission of the 10-year Capital forecast for the Facilities Management program
Support the advancement of Facilities DCAM policies and procedures for effective program delivery and to establish best practices and opportunities for improvement by performing quality assurance on documentation, identifying and rectifying in accordance with Generally Accepted Accounting Principles (GAAP)
Respond to inquiries, requests and complaints from client-Department groups and vendors
The successful applicant will possess:
A two-year post-secondary diploma in Business Administration or Accounting
A few years of work-related experience with a broad understanding of processes relating to Municipal and agency approvals for new construction
Financial analysis skills
Experience in accounting using GAAP with excellent mathematical skills
Extensive skills and experience working with Peoplesoft (FIMS and HCM) and Microsoft Office (Word and Excel)
Thorough understanding of Works Administration financial controls relating to payments and consulting agreements
Excellent and demonstrated knowledge of the Construction Lien Act/Construction Act, CCDC 2, and Request for Proposal, Request for Tender and Request for Quotation documents
Multitasking skills with the ability to manage multiple projects, establish priorities, provide clear concise instructions to staff and external consultants to meet project deadlines
Excellent verbal and written communication, analytical, problem solving and organizational skills
CUPE 1764 Salary Grade 5
This position is with Salary Grade 5 and will be paid at the following hourly rates
- Start: $40.13 - Six Month: $42.36 - Job: $44.59
