Contract Analyst, Enterprise ProcurementThe University of Saskatchewan has some of the most innovative people doing groundbreaking research and pedagogy. The Contract Analyst is a key member of the Enterprise Procurement team that provides contract review and support to the Procurement Services team to support day-to-day procurement activities.The University offers flexible work arrangements; access to the university\'s recreation services; ongoing professional development and mentorship and a comprehensive benefits and pension program.Primary Purpose: The primary purpose of this position is to support USask Procurement team members in meeting their procurement and contracting services needs through the provision of advice, guidance, execution, and exceptional service.Nature of Work: Working in a cross-functional team environment, the Contract Analyst is accountable for collaborating with procurement staff, departments, and units to facilitate USask procurement contracting services by assessing needs, gathering requirements, providing guidance, and supporting the effective execution of the contracting processes within established thresholds in accordance with university policy and guidelines and relevant legislation. This position will also offer feedback and potential solutions for process improvements that support continuous enhancements to the service performance of Enterprise Procurement. The role will have a heavy focus on procurement contracting services associated with construction, professional services, and general goods and services, therefore specialized knowledge of contracting practices associated with these areas is considered an asset to guide team members and clients appropriately.Accountabilities:

  • Develop and implement procedures for contracting services and administration in compliance with organizational policies, supporting USask Procurement organizations
  • Lead, implement, and provide ongoing operational support of electronic contract management system, with support of cross-functional team
  • Maintain organized system of digital records
  • Serve as the point of contact for USask Procurement team on contracting services matters. Act as liaison between the Procurement Team and Legal Services, and others to establish priorities, ensure timely review and approval, and reconciliation of template variations for procurement contracts
  • As needed, provide guidance on contracting services matters to USask Procurement staff or internal stakeholders, including training procurement staff in contracting practices and procedures
  • Collaborate on contract templates and contract approval process with Legal, Finance, Risk Management, and any other applicable departments to validate and adjust existing process to meet the ongoing needs of USask
  • Support or perform drafting, evaluation, negotiation and execution of procurement contracts, including goods, services, formal, short-form, software licensing and so on)
  • Work with Legal, Finance, Risk Management and other applicable departments to coordinate standard contractual requirements
  • Identify and organize cross functional team resources to support contracting services initiatives, where required
  • Evaluate processes and identify opportunities to continually improve Enterprise Procurement services and operations
  • Identify metrics, tools, and processes to optimize contracting services activities
  • Monitor compliance and reduce institutional risk by remaining current with and adhering to university policies, guidelines and processes, collective agreements and relevant legislation including trends that may have an impact on procurement. Identify areas of recurrent pressure
  • Work effectively with other offices (ConnectionPoint, Category Specialists, Strategic Business Advisors, Colleges/Units), to gain a comprehensive understanding of organizational requirements and strategic priorities
  • Support the implementation of category management and category strategies developed by Category Specialists
  • Implement strategies that positively support USask mission, with consideration towards financial results and strategics plans
  • Other duties as assigned
Qualifications:Education: University or post-secondary education in a relevant field, preferably in Business or Operations Management. SCMP designation or post-graduate education in business, law or related field is considered an asset. An equivalent combination of education and directly related experience may be considered.Experience:
  • Minimum five (5) years in procurement, supply chain management, legal or equivalent experience in a large organization with increasing levels of responsibility and authority is required;
  • Experience working in a diverse and inclusive environment is required;
  • Extensive experience with competitive procurement, contract law, and supply chain management is required;
  • Familiarity with e-procurement processes and systems is required;
  • Strong and proven contracts/business acumen is required;
  • Excellent knowledge of strategic sourcing, contract management and vendor management is required;
  • Experience interacting with all levels of an organization, from administrative staff to senior leadership is considered an asset;
  • Demonstrated knowledge of construction and professional services contracting is ideal;
  • Experience with public procurement considered an asset, but not required.
Skills: Excellent interpersonal and communication skills, both written and oral; strong customer service skills; demonstrated proficiency in analytical and negotiation skills; demonstrated ability to problem solve under deadline pressures and competing priorities; demonstrated ability in handling procurement within an ERP system; proven Microsoft Office application skills, including SharePoint and expert MS Excel skills; case management system experience would be considered an asset; and demonstrated collaboration capabilities within a team environment.Department: Enterprise Procurement
