We are currently seeking a Consultant, Planning to provide support to our Strategic Transformation team in Fraser Health. This position is a remote/hybrid opportunity based out of our Central City Tower, located in Surrey BC.

Instagram | Facebook | LinkedIn | Twitter | TikTok Detailed Overview: Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: The Consultant, Planning works as part of a team which supports executive, senior management and the Fraser Health Board. The Consultant, Planning has primary responsibility for developing and maintaining processes to create and/or update strategic documents required by Fraser Health or the Ministry of Health including the corporate annual priorities and progress reports, Service Plan, Annual Service Plan Report, and specific accountability plans directed by government.

In addition to these responsibilities, the Consultant, Planning provides leadership, support and analysis for planning and engagement projects as determined by the Leader, Planning and Transformation. These projects are often related to detailed planning projects associated with specific strategic priorities or initiatives. Responsibilities:

  • Supports the development of Fraser Health\'s strategic and corporate planning and accountability processes through:
    • The development and updating of Fraser Health\'s Service Plan. This document is updated annually to reflect government strategic direction and policy directives, the evolving environmental context of health service delivery at Fraser Health, current organizational and strategic priorities. Includes the development of a retrospective Annual Service Plan report, which documents progress, achievements and measurable progress indicators.
    • The creation and management of a planning process to assist with the monitoring and assessment of required accountability plans and corporate plans and reports to support annual and regularly scheduled reporting to the Fraser Health Board and Executive and the Ministry of Health;
    • The coordination, development and roll-out of Objectives and Key Results (OKRs), including reporting, education/training material, and communications plans and tools. Provides regular and ad-hoc reports on the progress, issues, barriers, risks and opportunities associated with the OKRs.
    • The updating of the organizational change registry, and reporting on risks, barriers and progress toward organizational priorities.
    • The development of presentations and other engagement and communication approaches as required to support this work within and outside of Fraser Health.

  • Leads or facilitates project-specific planning processes on an annual and as-needed basis. Provides coaching and consultation on strategic planning and related best practices. Updates the ODPT strategic planning process, tools, and templates as required.
  • Prepares planning analyses, reports, environmental scans, and contributes to the development of recommendations to support the strategic decision-making processes of the organization.
  • Works with other Fraser Health departments and makes use of external data to maintain up-to-date knowledge of and information on population health and service utilization for Fraser Health and its constituent communities, in comparison with other health authorities, other provinces, and other countries where relevant.
  • Maintains broad internal (within Fraser Health) and external contacts with other health authorities for the purpose of identifying issues and trends in health service delivery that may impact planning initiatives.
  • Provides progress monitoring and reporting, and develops appropriate documentation (e.g. work plans) to track progress towards achievement of results/outcomes.
  • Performs other related duties as assigned.

Qualifications: Education and Experience

A level of education, training and experience equivalent to a Master\'s Degree in Business Administration, Public Administration, Health Administration, Planning or Social/Health Sciences and five years\' experience working within or directly with health system planning and project management.

  • Demonstrated ability to understand and synthesize complex information and concepts to create relevant and effective strategic-level plans, and demonstrated ability to develop and write strategic-level planning documents.
  • Ability to find, collect, analyze and interpret data, and synthesize findings to prepare written reports.
  • Ability to develop and maintain participatory planning processes. Knowledge of IAP2 is also an asset.
  • Demonstrated knowledge of project management principles and methodologies, and change management practices.
  • Proven ability to identify system risks and contribute to risk mitigation planning.
  • Broad understanding of current issues, challenges and future directions of health care delivery, health status, and the determinants of health in Canada, British Columbia and the Fraser Region.
  • Ability to build relationships with and consensus among a variety of individuals is a critical attribute.
  • Strong verbal, written and presentation skills.
  • Ability to work in a dynamic and challenging environment as a part of a small and high-functioning team.
  • Knowledge and experience with the more advanced features of Microsoft Office.
  • Knowledge and experience with virtual engagement tools and visualization tools is an asset.
