Position Overview (New Position)
Reporting directly to the Owner and working closely with the Urban Core Ventures Construction team, the Construction Project Manager will plan, organize, lead, and evaluate the activities related to construction and real estate development projects of Urban Core Ventures (UCV) operations from inception through to completion.
Key responsibilities include managing projects through the development approval process, overseeing construction schedules, budgets, and resources, and meeting all design specifications. The Construction Project Manager will collaborate with architects, engineers, and other construction specialists, as well as construction project teams.
Other key responsibilities are to ensure UCV projects comply with legal requirements, such as building and safety codes. The position will primarily oversee and lead the construction of a new multifamily apartment building, focusing on high-quality, sustainable urban housing.
Mandate
Ensuring all assigned UCV construction and real estate development projects are completed on schedule, on budget, and in compliance with municipal policies and specifications, as well as statutory building requirements.
Core Responsibilities:
Management and complete oversight of Urban Core Ventures construction projects
Supervising on-site trades personnel & contractors
Completing and managing all day-to-day operations related to the business as well as accounting functions for the company
Supporting the Owner in all matters related to current and future Urban Core Ventures construction projects
Specific Responsibilities:
Construction Site Management
Manage all project schedules, track external costs, prepare CAM reconciliations, and ensure construction quality
Communicate with trades staff and contractors daily to meet milestones and quality standards
Coordinate subcontractors' activities and schedules
On-site supervision to ensure all health and safety regulations and building codes are met
Respond to work delays, emergencies, and other onsite problems
New Construction Project Tasks
Develop project scope, establish KPIs (costs, timelines, etc.), and provide recommendations on cost savings/revenue maximization, working with the Accounting & Business Manager
Assist with budgeting, funding applications, financial modeling, feasibility studies, cost-benefit analysis, and risk assessment
Manage municipal requirements, development cost charges, zoning changes, and regulatory impacts on planning and financing
Ensure all regulatory and municipal permitting requirements are met and all appropriate permits are in place
External Trades & Contractor Management
Maintain a database of available construction trade contractors and specialists
Develop scope of work for procurement of consultants and contractors
Provide project leadership to a team of stakeholders, including architects, engineers, and consultants
Approve monthly contractor, subcontractor, and trades invoices and submit to accounting for payment
Health and Safety
Ensure appropriate risk mitigation measures to maintain health and safety standards
Ensure site safety and compliance in accordance with WorkSafeBC
Qualifications
Education, Experience, and Knowledge
Minimum five (5) years' construction experience, with at least three (3) years managing multifamily or commercial projects
Technical trades or Gold Seal certification preferred
Comprehensive understanding of building systems, structural concrete, framing, mechanical and electrical integration, and general construction practices
Minimum two years of managing construction schedules, budgets, and subcontractor performance
Familiar with Greater Victoria municipal permitting and inspection processes
Proficient with construction software
Knowledge of building codes, Occupational Health & Safety regulations, and environmental standards
Demonstrated competence in safety and people management
Ability to read, understand, and interpret construction drawings and specifications
Project Management designation or accreditation an asset
